Pay Range
$294,780 - $380,424 Annually

Job Description
We have an opening for a Deputy Division Leader (DDL) reporting to the Facility and Operations Support (FOS) Division Leader (DL). The FOS Division is a technical and support organization of approximately 300 people, that provides disciplined, technical, operations, and compliance personnel who support Strategic Deterrence (SD) High Hazard operations. You will work closely with the FOS DL and Division Administrator on all aspects of leading and managing the FOS Division; providing SD Operations and other LLNL programs with a top tier workforce; work with the Associate Division Leaders (ADLs) and the DL to address workforce issues, assisting with the management, recruiting, development, succession planning, and awards & recognition program. You will support broader SD initiatives and be available for direct tasking on high priority projects for the Division/Directorate and be expected to interact with all levels of management both internal and external to the Laboratory. This position will be in support of the FOS Division within the Strategic Deterrence directorate.
In this role, you will

  • Develop and implement a framework for the strategic planning, development and achievement of Division and SD deliverables, working closely with the DL and the senior management team.
  • Manage and communicate objectives, accomplishments, and plans to Division workforce and provide disciplined expertise to LLNL programs.
  • Develop organizational strategies including determining the long-term goals of the Division with the management team.
  • Develop relationships with the relevant LLNL programs to determine staffing requirements, recruiting new talent, and strategically invest in Division personnel fostering an agile, motivated, and well-trained workforce, ensuring only the highest quality personnel are recruited and retained.
  • Provide consultation to the DL and the ADLs in addressing workforce issues and ensuring effective staff development, promotion, succession planning and recognition.
  • Participate in personnel-management activities to include hiring, promoting, peering, salary-management, personnel issues, and performance appraisals.
  • Mentor and coach both technical and support staff members to ensure Division-wide mentoring opportunities are available.
  • Represent the DL across a broad range of issues in a variety of governmental and academic environments.
  • Represent the Division to SD management, during internal/external meetings, working groups, and on special assignments, including preparing and giving presentations.
  • Develop and manage effective relationships with internal/external stakeholders.
  • Recognize, create, and implement plans to promote and foster a culture of inclusion, diversity, equity, and accountability.
  • Perform other duties as assigned.

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor’s degree in engineering, physical science, a closely related field, or an equivalent level of education, related experience, and demonstrated advanced knowledge of LLNL operations.
  • Extensive experience sustaining productive relationships with other divisions, directorates, laboratories, and external stakeholders, such as NNSA management, other institutions across the DOE and DoD enterprise, and external advisors and reviewers.
  • Extensive leadership and management skills in a high technology research and development environment.
  • Extensive experience managing and leading a large technical organization.
  • Comprehensive knowledge of managerial practices, and expertise in strategic planning and organizational dynamics.
  • Extensive experience in decision-making based on aggregate information and the recommendations of others that significantly affect the ability of the organization and Laboratory to achieve its overall objectives and long-range goals.
  • Advanced problem solving, analytical, technical, organizational, and management skills necessary to independently advise, recommend, and approve appropriate actions and implement solutions.
  • Expert communication skills, both written and verbal, necessary to effectively explain, present, negotiate, advise, and influence all levels of management and government officials.
  • High degree of integrity, maturity, discretion, and judgment.
  • Demonstrated experience implementing plans that promote and value inclusion, diversity, equity, and accountability principles in the workplace.

Desired Qualifications:

  • Graduate Degree in any STEM discipline with related technical field experience or equivalent level of demonstrated knowledge and experience.
  • Experience in Facilities and Operations Support Division and relevant operational familiarity with LLNL programs.
  • Experience working with DOE-managed Nuclear/High Hazard facility operations.
  • Experience with SD Operations specific policies, procedures, personnel, and work control process.
  • Ability to delegate effectively and to lead, motivate, and build complex interdisciplinary teams to work toward programmatic and institutional goals.

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
