Pay Range
$104,910 - $156,252 Annually
$104,910 - $130,236 Annually for the A01.3 Level
$125,850 - $156,252 Annually for the A01.4 Level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have openings for an Associate Division Leader (ADL) in the Weapons Business Operations (WBO) Division. You will provide leadership and oversight to your section, consisting of approximately two to six group leaders and 15 to 40 staff members who provide administrative and business operations expertise to the Strategic Deterrence (SD) Directorate and its program areas. This position is within the Strategic Deterrence Directorate.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at a higher level.
In this role, you will

  • Provide leadership to an interdisciplinary section, determine staffing requirements, and invest in division personnel to develop an agile, motivated, and well-trained workforce ensuring the highest-quality personnel are retained.
  • Execute division long-term goals, including the WBO strategic plan, as an active participant on the division’s management team.
  • Actively mentor, motivate and coach section Group Leaders (GL) in career planning, professional development, and growth as line managers.
  • Partner with specific program areas to strategically understand their staffing needs and deliver both new and experienced staff to support them.
  • Interview and hire new workforce to meet the evolving needs of SD Programs in collaboration with the WBO management team.
  • Actively lead section workforce planning, quality assurance, mentoring, training, reclassification, and employee development.
  • Recognize, create, and implement plans to promote and foster a culture of inclusion, diversity, equity, and accountability.
  • Perform other duties as assigned.

Additional job responsibilities at the A01.4 level:

  • Work with WBO and SD senior management, establish and direct the development of business, operational, and organizational projects, and programs.
  • Provide direction and oversight to multi-faceted and significant initiatives and projects on behalf of WBO senior management.
  • Represents SD on committees impacting Laboratory-wide initiatives; recommends and drives follow-up research and analysis and resulting solution development and implementation.

Qualifications

  • Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Associate degree in a related field or equivalent combination of extensive experience and education in a related business, operational and/or organizational area.
  • Supervisory experience with leadership and teambuilding skills to effectively build, lead, and manage an effective administrative, business, and Operations team.
  • Experience working in and/or supporting a Weapons program.
  • Expert use of MS Office applications, including experience developing complex reports using Excel for use in management decision making.
  • Advanced interpersonal, verbal, and written communication skills necessary to interact tactfully and effectively with all levels of personnel, internal and external to the Laboratory.
  • Demonstrated experience implementing plans to promote and value diversity, equity, and inclusion principles in the workplace.

Additional Qualifications at the A01.4 level

  • Bachelor’s degree in a related field or equivalent combination of extensive experience and education in a related business, operational and/or organizational area.
  • Significant leadership experience in administrative line management of personnel functions for a large, diverse organization, interpreting and applying a wide variety of personnel policies and procedures to complex situations.
  • Broad, in-depth knowledge and understanding of recruiting, hiring, performance management, staff relations practices, and HR compliance requirements (e.g., FLSA, ADA, EEO).
  • Expert knowledge of related personnel policies, regulations, and state and federal laws.

Desired Qualifications:

  • We prefer an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Advanced analytical skills as well as the ability to anticipate, identify, and resolve complex problems in a rapidly changing environment, using a high degree of mature judgment, discretion, and tact.
  • Experience working on organizational projects and experience researching, interpreting, and applying related policies and procedures.
  • Experience leading business, operational and organizational activities, participating in a variety of organizational projects and researching, interpreting, and applying a wide variety of policies, procedures, and guidelines.
  • Broad, institutional knowledge of the Laboratory and its programs and external organizations (i.e. Department of Energy (DOE) and National Nuclear Security Administration (NNSA)).

Security Clearance
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
