Early Years andChildcare Resource and Data Officer

Please note that this is a fixed term contract / secondment opportunity for a period of 24 months.
This role will work as part of the Education Early Years and Childcare (EYCC) Sufficiency and Sustainability team, ensuring the EYCC service deliver and embed a culture of continuous improvement. The function contributes to the Local Authority statutory duty of ensuring sufficient high quality EYCC provision, enabling children to access their Funded Early Education Entitlement, and financial support for children with Special Educational Needs and Disability (SEND), in line with the statutory SEND Code of Practice.
Accountabilities
- Work collaboratively with key stakeholders and partners to ensure funding is awarded in a timely and efficient manner to enable Early Years children to access their statutory entitlement.
- Liaise effectively with Early Years & childcare providers to ensure clear understanding of funding criteria and timeline of processes.
- Responsible for reviewing applications to ensure these meet minimum standards to be considered for funding and through the Early Years resource panel, to ensure applications are considered as quickly as possible to enable children to effectively access their Early Years setting.
- Support with the development, management, and maintenance of efficient and effective financial controls to ensure robust systems in place to monitor the Early Years Resource Panel spend contributing to continuous improvements.
- Operate within ECC internal governance process to ensure agreements for funding are implemented to meet agreed timelines for payment and reclaiming any funding in the cases of non-compliance. ensuring areas of risk are highlighted.
- Contributing to the monitoring of funded awards to ensure that the Child Care provider is compliant with the funding agreements and children's outcome are met. Utilise relevant systems, eg; Capita, Oracle to obtain and extract accurate key data for reporting on the impact of funding for Early Years children to support budget funding analysis.
- Maintain systems for inputting and collation of financial and other appropriate data to ensure requirements for internal and external reporting are met to support financial regulations.
- Specific individual and shared targets and objectives are defined annually within the performance management framework.
Skills, Knowledge, and Experience
- Educated to A Level or equivalent by experience.
- Evidence of continuing professional development.
- Experience of the MIS Capita One would be desirable but is not essential and a basic knowledge of Power Automate would be advantageous.
- Experience of data analysis and management of data, with excellent knowledge of Microsoft Office, particularly Excel, Word and Outlook are required.
- Proven track record of producing high-quality work whilst working under pressure and to tight deadlines.
- Ability to work on own initiative and as part of a team, with a proven ability to work effectively under pressure and to deadlines.
- Excellent customer service, organisational skills and able to articulate processes for funding requirements effectively across a broad range of childcare settings.
- Ability to communicate effectively (both verbal and written) and influence others in a challenging environment, with experience of working with other representatives from statutory and voluntary organisations.
