Able to follow a conversation or discussion through the medium of Welsh and English on a professional level and discuss general day to day topics in the field in order to present information and express opinions.

Purpose of the Post

Ensure that the people of Gwynedd are at the heart of everything we do. .

The post holder is responsible for fulfilling the Council's statutory duties in terms of enforcing housing standards in the private housing sector.

Responsibility for functions . e.g. staff, budgets, equipment

Main Duties

The Council is part of the Welsh Government's Pilot Scheme to establish article 4 in response to the housing crisis and the number of second homes and holiday accommodation in the area. The Housing and Property Department is also key to the success of the Housing Action Plan. The successful individual will work as part of an experienced team of progressive work that would offer a unique experience of value.

Conduct visits to vacant properties and provide reports and work lists to owners and the grants section.

Carrying out visits to vacant properties when receiving complaints and taking enforcement action where necessary including serving legal notices and following legal processes and procedures which include prosecution and attending the Courts.

Carrying out visits, providing reports and carrying out enforcement work on "single occupancy" property owners as well as Multi Occupancy Houses. This will include serving legal notices and following legal processes and arrangements which include suing and attending the Courts

Conduct visits on behalf of Health Officers of properties suffering from statutory nuisance. This work will be under the supervision of the Environmental Health Officers. This will include serving legal notices and following legal processes and arrangements which include suing and attending the Courts.

Carrying out house visits in relation to immigrant applications and the rehousing scheme for Ukraine and Afghanistan/Syria refugees and providing reports to the owners/applicants and letters to the Home Office.

Take on duties that are delegated by the Environmental Health Officers where the need is across Gwynedd.

Duty to work outside statutory working hours where necessary e.g. prepare and serve statutory notices the same day or late in the afternoon.

As a member of staff at Gwynedd Council, you have the following responsibilities:

Responsibility for managing information in accordance with the Council's information management standards and guidelines. Ensure that personal information is handled in compliance with Data Protection legislation

A commitment to reduce the Council's carbon emissions in accordance with the Carbon Management Plan and encourage others to take positive action towards reducing the Council's carbon footprint.

Undertake any other equivalent and reasonable duty that matches the salary level and level of responsibility of the position.

Responsibility to report a concern or suspicion that a child or vulnerable adult is being abused

Special Circumstances . e.g. the need to work unsociable hours, special working arrangements etc.

The post holder may have to attend meetings, sub-committees and working groups, some of them outside normal working hours.

The successful candidate will sometimes be expected to work unsociable hours as required.

He/she is expected to work unsupervised and work independently as required

The post holder must have a driving licence, and must have a car available to work.
