Job overview
The Workforce Performance Team are seeking to recruit a passionate and knowledgeable Employee Staff Record (ESR) System Specialist/Workstructures Team Leader to join our well-established Workforce ESR Performance Team.
You will be integral in supporting the transformation programme of work ahead of the implementation of the new Future NHS Workforce Solution platform. This is likely to include, although is not limited to implementation of establishment control and manager self-service modules in the electronic staff Record (ESR) system, together with programmes of work to optimise current system functionality and preparation ahead of migration.
You'll be joining a friendly, supportive and creative team, dedicated to providing a high-quality service which complements the work done by our wider Workforce & OD colleagues.
Please note this is a full time role (37.5 hour per week working pattern). There will be a requirement to be based on site (Portland House) for a minimum of one day per week.
Main duties of the job
The successful post holder will lead the Workstructures Team and support them to provide ESR reports and workforce information. This includes regular reporting such as starters, leavers, sickness and turnover information and ad-hoc information such as Freedom of Information requests. You will train and support staff where necessary.
As the ESR System Specialist you will develop and maintain a comprehensive knowledge of ESR and other workforce systems and their interfaces/end to end processes in order to ensure correct, efficient and timely production of data output and the development of the systems.
You will also be responsible for the maintenance of the work structures on ESR (hierarchy,positions, job roles, occupation codes etc) by implementing and maintaining systems and processes to ensure this remains accurate. Ensuring national ESR guidance is followed and there is local alignment with the Trust's Finance system.

Detailed job description and main responsibilities
Please see attached Job Description and Person Specification for a full list of duties and responsibilities. Some of the key responsibilities are as follows:
  • Ensure ESR is the primary source of accurate and up to date establishment and workforce information across all employee and systems processes.
  • Lead on providing workforce data for more complex pieces of work, for example benchmarking exercises and the annual Gender Pay Gap reporting.
  • Responsible for day to day operations of ESR self-service modules, providing advice and guidance to users, and liaising with system suppliers.
  • Assess ESR data quality and identify sources of possible error ensuring a robust data quality process through continuous audits.
  • Maintain specialist knowledge of ESR functionality, including interpreting the release of national enhancements. Ensuring that any changes that are relevant to the Trust are implemented correctly and any necessary processes and/or documentation are updated accordingly and the relevant parties are notified.

Essential criteria
  • Educated to degree level or equivalent experience in a relevant specialist subject
  • ECDL Advanced Level or equivalent experience

Knowledge/Experience
Essential criteria
  • Specialist knowledge of workforce and payroll information systems
  • Specialist knowledge of Workstructures and the implications for reporting from and utilising ESR
  • Significant experience in workforce and/or payroll environments
  • Experience of developing and delivering training programmes to all levels of the organisation
  • Experience of developing policies and operational guidelines for trustwide use
