Job description

The Treasury is the United Kingdom’s economics and finance ministry.

Job Description

Reporting to the Permanent Secretary, the Finance Director is responsible for robust planning and management of the department’s finances and co-leads the Corporate Centre Group with specific responsibility of the Correspondence and Information Rights; Finance and Commercial, and the Exchequer Funds and Accounts teams.

Key responsibilities will include:

  • Acting as a trusted adviser and critical friend to the Permanent Secretary and Executive Management team. Providing strategic insight, direction and leadership across all aspects of the department’s finances, driving a focus on productivity and delivery.
  • Leading and developing a skilled, collaborative and highly professional team which commands credibility at all levels, this includes line management of four deputy directors.
  • Leading the Treasury in adhering to the principles of Managing Public Money, ensuring robust standards of compliance and assurance are applied across the business, ensuring the Accounting Officer’s position is considered in all relevant decisions both for the department and for wider public spending using the Consolidated Fund. Working with the National Audit Office so that the department’s Annual Reports and Accounts are laid before Parliament on time.
  • Leading the delivery of the Whole of Government Accounts, delivering a complex financial consolidation. Providing expert technical finance advice to Government Departments and set standards for Government Financial Reporting.
  • Working in partnership with the Director of Operations to co-lead and inspire the Corporate Centre Group, ensuring the smooth operation and continuous improvement of corporate services in the Treasury.
  • Working in partnership with the Director Strategy, Planning and Budget to deliver business planning for the department setting budgets and plans. Working to prepare HM Treasury’s departmental response to Fiscal Events and other central government commissions. Ensuring the Treasury has the evidence needed to engage and negotiate future funding requirements.
  • Leading improvement to the control environment across HM Treasury Group including the department’s wide array of Arm’s Length Bodies, and the relationship with the Government Internal Audit Agency ensuring recommendations are acted on.
  • Acting as an active member of the cross-government finance leadership group, both representing HM Treasury and actively delivering the Government Finance Function Strategy.
  • Supporting the Head of the Government Finance Function in the leadership and growth of the Government Finance Function.
  • Working in partnership with Executive Management Board colleagues to create an environment that celebrates diversity and inclusion, builds a high performing HM Treasury finance capability focused on continuous improvement and development, and promotes a culture of respect toward colleagues at all levels.

The Finance Director sits on the Executive Management Board which is the most senior leadership team in HM Treasury. The board oversees all aspects of the department’s management which determines the organisational strategy, including all key financial decisions.

Person Specification

While in post, the successful candidate will be expected to perform well across the full range of Senior Civil Service behaviours set out in the Success Profile framework, and demonstrate commitment to the Civil Service values.

The essential criteria for the purpose of selection are:

  • CCAB, CIMA or equivalent qualification with experience of financial leadership at a senior level.
  • Experienced in giving trusted advice to senior partners e.g., Chief Finance Officers, Chief Executive Officers, Permanent Secretaries, Non-Executive Directors, with a track record of creating and maintaining strong professional relationships at senior levels using these to influence and challenge. 
  • Successful delivery in a senior finance leadership role, with experience that demonstrates the capability to make a significant difference in a complex, fast moving policy organisation.
  • Ability to work collaboratively as part of a senior leadership team, contributing strategically across the full range of business decision-making.
  • Ability to get to the heart of complex financial issues and execute financial strategies.
