Workshop Manager

Location: Bury St. Edmunds

Job Type: Temporary

Duration of booking: 6-month FTC

Proposed start date: ASAP

Pay Rates: £26.00 Paye inc of Holiday pay.

Working Days and Hours: TBC (37.5 hours per week)

Job Purpose:

To assist with the development and delivery of a strategy to ensure that East of England Ambulance Service has a fleet that is fit for purpose, is maintained in a cost-effective manner, and meets operational and patient needs.

To develop, provide and maintain an efficient maintenance and workshop service and ensure value for money third party arrangements are available for all Trust vehicles. To manage and lead the Trust’s fleet offices to ensure an effective fleet support.

Duties

Service Delivery and Improvement:

  • Ensure that all vehicles comply with the provisions of the Road Traffic Acts, Licensing Authorities, Vehicle Construction and Use Regulations, and other statutory instruments and regulations which affect the operation of the vehicle fleet.
  • To develop and deliver new Trust workshops in line with the strategic plan, including working with HoF, Estates, MRS, to design and equip workshops, recruit, and train staff, and implement these workshops to budget and time.
  • To ensure that regular monthly checks of fuel stocks at each of the Trust’s bulk fuel installations are recorded and that appropriate stocks of fuel are maintained at each location.
  • To work with the Head of Fleet to help coordinate development of the future design of vehicles to ensure that they meet all legislative, operational, and patient requirements.
  • To be responsible for the service delivery of maintenance and repair of vehicles across the Trust.
  • To organise and manage the maintenance programme of the vehicles within the fleet in a cost-effective manner within the allocated fleet budget and resolve the technical problems associated with vehicle servicing and minor/major repairs.
  • To maintain a 24/7 vehicle breakdown recovery service across the Trust’s operational area.
  • To work closely with the Head of Fleet to ensure that the fleet profile matches the current and future requirements of service provision in a cost-effective manner ensuring best value and fleet flexibility.
  • To actively contribute to developing effective networks and partnerships with other organisations to continuously improve and learn from best practice.
  • Ensure that the Trust workshops use the most up to date service, maintenance, and repair (SMR) schedules recommended by our vehicle manufacturers and record/date all variations and sources of changes in the services regime on the Trust fleet system.
  • Plan and implement the Trust’s maintenance programme in respect of all vehicles and equipment maintained by in-house workshops, including the raising and proper completion of all necessary documentation to comply with legal and Trust requirements. Planning must ensure the highest level of vehicle operational availability, consistent with achieving high maintenance standards.
  • Manage efficient and reliable stockholdings to ensure that maximum workshop throughput can be achieved with minimal vehicle downtime and to obtain materials and consumables from the most economic sources and ensure a documented system of stock management and control.
  • Ensure that prompt action is taken when vehicles have been involved in accidents by obtaining estimates for specialist body repairs followed by the necessary repair action, and that all relevant and necessary documentation is passed to the Accident Claims Administrator.
  • Ensure that all service, maintenance, and repair (SMR) work meet the quality standards defined by the Trust and all legislative requirements. The Workshop Manager, as an experienced technical advisor will, as required, assist with diagnosis of faults, and will take ultimate responsibility for in-house workshop quality control standards

Finance and People Management:

  • To ensure that procedures are adhered to for the ordering, receipt and issue of the Trust’s fuel cards, and that electronic fuel card transactions supplied by the Trust’s approved fuel card supplier are recorded on the Fleet Management System.
  • The post holder will provide an efficient and cost-effective workshop service for the inspection, servicing, maintenance and repair of the Trust fleet and all associated equipment.
  • To provide effective budgetary control for all workshop sites including the delivery of all income targets for each workshop.

Qualifications

  • Full UK driving licence including C1 (maximum of 3 points depending on code).
  • Health and Safety Qualification (NEBOSH or equivalent).
  • Membership of professional body, eg Institute of Road Transport Engineers.
  • Approved apprenticeship in Transport National.
  • Degree level qualification, or equivalent level of experience in Transport and/or General Management.
  • Certificate of Professional Competence qualification (goods and passenger vehicles).

Skills and Experience

  • Demonstrate ability to analyse issues, exercise judgement and be able to make sound decisions.
  • Good understanding of how the Trust delivers services to patients and how the fleet function supports the operational performance of the Trust.
  • Competent in the use of IT systems, for example, Microsoft Word and Excel, and fleet information systems.
  • Experience in developing staff through guidance and support.
  • Experience in the effective management of a budget.
  • Experience in leading and managing geographically diverse teams.
  • Experience of management in a transport or fleet environment with significant experience as a fleet engineer or transport manager of a fleet in excess of 100 vehicles.
  • Experience in the performance management of maintenance contractors, accident repair companies, vehicle specialist builders and vehicle leasing companies.
