Head of Digital Engagement and Creative

Hours of Work: Full-Time

Job Background:

The Head of Digital Engagement and Creative will set the direction of, and oversee, all aspects of the Digital Engagement and Creative Unit. This will include developing and implementing a new Digital Communications Strategy incorporating the web and social media in order to build effective social media communities, containing informative and engaging content, relevant to multiple audiences. The Head of Digital Engagement and Creative will also develop proactive communication techniques that support the overall strategic aims of the organisation whilst ensuring the consistent application of brand guidelines across all Police Service of Northern Ireland communication platforms.

Hours of Work: Monday – Friday, with weekend cover as required. 37 working hours per week (42 hours gross).

Salary: £52,578 - £56,237 (under review) plus environmental allowance

Location: Greater Belfast

Main Activities:

The main duties and responsibilities associated with the role include the following:

  • Developing and implementing proactive social media responses, to reach all communities, in terms of aspects such as age demographics, social profiles and past experiences and engagement with the police service.
  • Developing strategic narratives through using all social media and digital channels proactively and effectively to ensure that Senior Managers are effectively represented to external audiences; thus contributing to public confidence, reducing fear of crime and informing key stakeholders and the public of the work of the Police Service of Northern Ireland.
  • Outlining and implementing a long-term vision within a new Digital, Web and Social Media strategy to position the Police Service of Northern Ireland within important conversations occurring in the community, justice and public sectors.
  • Monitoring and analysing social media trends and techniques in order to measure and improve the effectiveness of the Police Service of Northern Ireland social media activity to ensure that digital conversations speak with one consistent voice and effectively support the overall standards required by the organisation and its policies.
  • Developing, managing and implementing specific social media campaigns and developing the social media content calendar for all core service social media sites to promote the work and the activities of Police Service Northern Ireland.
  • Proposing enhancements, revisions and expansion of branding, and digital communication opportunities, to broaden and deepen awareness of the brand, logos, and general visual appearance of the organisation to further embed this in public consciousness.
  • Identifying and developing blog posts and engaging in strategic conversations with other bloggers and blog editors to position the Police Service of Northern Ireland as an influencer and leader in subject-related conversations.
  • Providing management responsibility and leadership to a team of 24 individuals who work across social media, digital and Creative hubs in transforming processes and ensuring that the team is fully delivering its mandate to support the operations of the organisation through a comprehensive, timely, and proactive digital communications and Creative service.
  • Providing timely and comprehensive analysis, reporting and recommendations in terms of the most appropriate communication content and methodology whilst taking account of a range of sensitive and politically high profile topics that run through policing in Northern Ireland.
  • Acting as the budget holder responsible for the Police Service of Northern Ireland website and social media budget with an annual quantum of approximately £1 million.
  • Assuming senior responsibility within Strategic Communications and Engagement Department for leading the communications response to any critical incident.
  • Providing advice, information and guidance to internal customers at all levels on issues relating to digital communication, creative matters, including branding and, potentially, marketing approaches, in support of communication with organisations and individuals on a broad basis.
  • Displaying strong external relationship-building and influencing skills, in a challenging environment with personal resilience to maintain performance under sustained pressure

Person Specification

Essential Qualifications and Experience

  • A Degree or equivalent qualification in a relevant area such as Journalism, Media Communications or Creative environment.

AND

  • At least 5 years relevant experience in digital media, marketing, or communications and public relations in a large organisation ("large" is defined as an organisation with more than 300 employees).

AND

  • At least 3 years managerial experience of leading and motivating a team of 5 or more people.

Essential Skills and Knowledge

  • Ability to demonstrate a proven track record of developing and managing social media strategies.
  • An extensive technical knowledge of the digital landscape and awareness of trends affecting online media and digital technologies.
  • Effective interpersonal skills and the ability to engage stakeholders and manage relationships effectively.
  • Budgetary management skills gained through managing budgets in excess of £100k.

Essential Other

  • Applicants must have a valid driving licence and a car available for official business use, or access to a form of personal transport that will enable you to meet the requirements of the post in full.
  • IT literate specifically in the use of the Microsoft Office suite (including MS Word, MS PowerPoint, MS Excel and MS Outlook)

  • Ability to demonstrate a proven track record of introducing or developing a digital strategy for a large organisation ("large" is defined as an organisation with more than 300 employees).
