Location: Ashton-under-Lyne

Hours: 9am-5pm (36hrs per week)

Duration: Ongoing Contract - Long Term

Pay: Up to £600 per day via umbrella

This role will lead, plan, deliver and develop an expert Facilities Management Service. Leading and embedding a Corporate Landlord approach to ensure effective management of Council services and operational property whilst ensuring the Council maximises service outcomes in relation to financial planning, cost estimation and budget management taking a whole life cost approach.

In addition, this role will lead and develop a professional Capital Programme delivery service aligned to the councils Capital Strategy and Strategic Asset Management Plan objectives, including supporting the development and delivery of a five year rolling capital investment programme. To consistently deliver Capital Projects on time, within budget and to a defined quality standard and customer expectations.

General Responsibilities

  1. Plan and ensure service delivery within a complex and diverse service area by leading a team of staff, contractors and specialist consultants ensuring professional standards are delivered.
  2. Liaising with client departments and professional support services including finance and legal.
  3. Manage responses and communication to complex professional or politically sensitive issues within the area of responsibility, including Councillors, residents, suppliers, contractors, business owners and internal stakeholders.
  4. Budget responsibility for operation of the Capital Programme Delivery service and associated income targets. Plus significant budgetary responsibility for Environment and the operation of the Corporate Facilities Management service, including income targets for the operational assets.
  5. Ensure the successful implementation of legislation, policies and practices, including CDM and BIM.
  6. Project and Contract management of Capital Projects
  7. Provide Project Management support on the delivery of Growth, Housing, Development, Regeneration and maintenance projects.
  8. Provide technical support and advice to client services.
  9. Defining, Leading and Co-ordinating the Councils actions/ response to Climate Change. Developing and delivering projects that contribute to the Councils response to Climate Change.
  10. Contract management of the three Education PFI contracts.
  11. Contract Management of the Facilities Management and Primary School Catering elements of the LEP/Tameside Additional Services Contract.

Operational Responsibilities

  1. To be the professional lead for Corporate Facilities Management, Corporate Landlord, Environment and property project definition, design, development, governance, construction and delivery. Ensuring statutory compliance at all times.
  2. Management of the Capital Programme delivery service and the operational estate.
  3. Providing a lead for complex property advice to Council departments and promoting the corporate use of the property assets across the Council and for project and construction advice to Council departments.
  4. Providing a lead for high level, operations and change, governance and maintenance of operational property and management of Capital programme governance.

Qualifications & Experience

  • Level 6 first degree in a relevant discipline such as management, construction, design or project management discipline or relevant experience managing an equivalent function.
  • Chartered Membership of a relevant professional body, such as RICS, CIOB, CIBSE, APM, RIBA, CMI, IWFM etc.
  • Evidence of leading and coordinating a Facilities Management or property department
  • Experience of planning & delivering effective Facilities Management services including compliance, contract management, climate change and energy management
  • Experience of planning & delivering or managing effective capital project delivery services including compliance, contract management, design, project management, procurement and supply chain/ framework management
