Job description

The ECITB works with employers and training providers to attract, develop and qualify the engineering construction workforce in a wide range of craft, technical and professional disciplines, investing around £25 million each year to support skills development within the industry.


Along with the education sector, government and employers, the ECITB strive to ensure the UK has workers with the skills to meet the needs of the engineering construction industry. As a key voice for the sector, the ECITB are also responsible for developing and maintaining National Occupational Standards for the industry, which forms the basis of their own Training Standards, Vocational Qualifications, Technical Tests and Licensed Programmes.


They are currently searching for a Head of Policy and Research to join their team for an 18-month maternity cover. This is an exciting opportunity for the post-holder to work on delivering their strategy by leading Policy and Research activities, generating vital business intelligence and policy insights, and helping to frame the organisation's approach to government and industry stakeholders.

Key responsibilities will include:

  • Leading and line managing a small, in-house Policy and Research team.
  • Conducting analysis on, and supporting the development of, government policy initiatives as they relate to the engineering construction industry and the ECITB.
  • Building effective relationships with civil servants, including policy officials, analysts and the ECITB's sponsorship team in DfE, and stakeholders in other relevant organisations.
  • Identifying opportunities to engage on policy development and advising on policy opportunities and risks for the ECITB.
  • Supporting and advising ECITB project and programme leads on evaluation research methodologies and contributing to successful evaluation outcomes.

Experience and qualifications:

  • Proven leadership skills and experience of performance managing a small team
  • Experience of working in a relevant role, involving research and evidence-based policy development
  • Experience of commissioning research and working with external research partners and academics
  • Prior experience of, and an interest in, skills and education policy
  • An interest in the engineering and the construction industry
