About the team and the role

As the local Highways Authority, Warwickshire County Council has responsibility for over £5bn of highways and transport assets. We are determined to ensure that they're maintained to the highest possible condition, while achieving the best value for money for Warwickshire's residents.

Our highways assets include diverse physical structures such as bridges, roads, drainage gullies, culverts, pedestrian crossings, traffic signals, road signs, bollards and other street furniture. You will be responsible for working with the current managers of these assets across our Transport & Highways teams to provide a cost effective, efficient and co-ordinated approach to managing this portfolio of assets.

You will seek out best practice, understand and implement UK Asset Management standards and help to deliver an approach which delivers value for money while contributing to the key themes of our new Local Transport Plan, which include growing our economy sustainably and shaping our places to provide environmental improvements and well-being benefits for Warwickshire's people.

Key requirements

Our new Highways Strategic Asset Management & Performance Officer will:

  • Have a sound understanding of the governance arrangements that are in place to support the asset portfolio.
  • Consider the importance of development across the county and its impact on highways infrastructure.
  • Provide a valuable function for the technical service delivery teams presently tasked with maintaining the transport network.
  • Understand asset lifecycle management and develop and implement an effective Asset Management strategy supported by policies.
  • Be an effective communicator, comfortable with providing reports to senior leaders, elected members and technical staff.
  • Quickly understand the current stock condition of Warwickshire’s assets and will identify priority areas, risks and financial pressures.
  • Be expected to explore opportunities for additional funding.


In short, you'll be in a great position to ensure Warwickshire County Council gets the best 'bang for buck' return from investing in its assets in terms of both money and performance. You'll be based in our friendly Transport Strategy & Policy team and have regular interaction with numerous other teams, senior officers and elected members, developing an in-depth strategic oversight of Transport & Highways as a whole.
