Lancashire Highways Service is responsible for the direct delivery of all highway related schemes across the County made up of 4300 miles of road, 151,000 street lights and 2955 bridges.
We are looking to recruit a Team Leader to be based within Countywide Highways Support Services at Cuerden (Bamber Bridge). The post is 37 hours per week, but you will need to be flexible and agile around working hours to ensure the needs of the business are met and be able to travel around to other operational depots when required such as; Cuerden, Whalley, Wrightington, Singleton, Caton, Burnley and Rossendale.
Reporting to the Highways Support Manager, the Team Leader role supervises a large team of Highways Countywide Support Services staff engaged in specialised technical administration to deliver an efficient and effective Highways Support Service meeting key deadlines, targets and deliverables. The team also deliver a high-quality highway service experience for customers and stakeholders countywide in line with the service key themes:

The role will primarily line manage and co-ordinate the work of the teams (e.g. Stores & Highways Requisition Teams across the various 7 Highways depots). Including the managing of the performance of staff and the two teams, following council policies and procedures e.g. 1-2-1's, attendance monitoring and performance engagements, induction and training of staff, producing safety awareness talks, disciplinary and grievance matters. You will possess the experience to provide specialised & technical administrative support of dataand information to assist managers, engineers, staff and front-line operatives delivering highways services.
The ideal candidate will ensure all highway resources (labour, county plant, hired plant, materials, overheads, and stock) are allocated correctly in the job costing and finance systems by both teams. It would be beneficial for the candidate to have experience to assist with monthly and year-end financial closure including stock checking and ensure all the Highway supplier invoices are paid in a timely and efficient manner.
The role will be proactively involved in the management of Stores ensuring stock is issued, including; ordering and replenishment, transfers and monthly and year end stock checks are allocated correctly in the job costing and finance systems. The candidate will ensure Stores maintain a safe and tidy depot/yard areas including reporting any premises issues, health and safety concerns and near misses.
The ideal candidate will have experience in regularly communicating with others to share information, build working relationships with internal and external parties, to ensure a consistent and comprehensive Highways countywide support service to both infrastructure and operations.
It would be extremely beneficial if the candidate has experience of office and facilities management. The Team Leader role is proactively involved on a daily basis in H&S matters for the Cuerden Highways Office i.e. fire safety, first aid, COSHH, reporting to Senior Management and coordinating H&S premise issues, security of site, producing and reviewing risk assessments, internal and external H&S and Quality audits for ISO accreditations, legionella & asbestos checks, maintaining premise logs, accurate record keeping for H&S matters, accident, incident, near miss reporting & investigation etc.
