Title: HR Operations Officer – Employee Lifecycle, Systems & Service Improvement
Pay Grade: Grade 5 (£25,979 to £27,803 per annum)
Hours: 37 per week
Contract Type: Fixed Term wef 1 April 2024 to 31 March 2025

We are excited to be seeking an enthusiastic HR Operations Officer to support the HR Operations team with a unique opportunity to work within both the Employee Lifecycle and Systems & Service Improvement workstreams.
You will provide an efficient and responsive advice and guidance service to managers and staff across the Council. As a key member of the team you will support on the delivery of HR Systems & Service Improvement, service delivery, Recruitment, Employee Lifecycle and Financial Controls.
You will be part of a larger HR & OD service and will work collaboratively with your colleagues across the service to ensure continuous improvement in our HR&OD service delivery.
You will participate in service improvement/project activity including taking responsibility for the achievement of outcomes within required timescales.
Supporting the ongoing review and development of HR Operations policy, procedures, processes and initiate ideas to improve the way things are done. Keep up to date with external developments in practice to inform changes in policy and procedure and for use as appropriate when advising customers.
Undertake functionality testing of HR systems as directed on new software products, upgrades, or functionality enhancements.
Maintain practical knowledge of local and national terms and conditions, payroll processes, and relevant pensions schemes including calculation methods for pensionable pay and final pay.
The postholder will provide an efficient and responsive HR Operations service, acting as first point of contact for all HR Operations queries, providing advice and guidance to managers and staff across the Council which support the smooth running of the wider HR Operations service. This includes supporting the HR Specialist on the design, development and ongoing maintenance of the HR & OD Intranet and Council’s career's website.
Maintain the integrity of all HR & payroll data and records held within financial and manual systems including regular housekeeping routines to ensure the timely and accurate production of payments.
About you
You will have experience of working in a HR team preferably ideally within a HR Operations team and be qualified to CIPD/CIPP Level 3 Foundation Certificate in HR or Payroll practice (or working toward or equivalent),
You will ideally have some experience in the following systems: iTrent, Service Now, Agresso, JobTrain although training can be given and have proven experience of providing administrative and technical support for a range of HR Operations.
You will be able to demonstrate experience of advising and providing first resolution of queries on conditions of service, employee lifecycle matters and general employment enquiries, ensuring compliance and consistency across the organisation.
As a HR Operations Officer, you will have experience of undertaking data analysis with accuracy and attention to detail and be highly numerate, with the proven ability to understand, analyse, interpret, and explain complicated information and data.
You will also be a strong team player with a collaborative work style with the ability to engage others within a team together with excellent communication skills and the ability to present complex information clearly.
Your main place of work will be the award-winning, modern Civic Centre in Keynsham, halfway between Bath and Bristol, easily accessible via car or public transport, with a train station 5 minutes’ walk away. We offer flexible working with hybrid options available.
