LISTENING AND SPEAKING - INTERMEDIATE LEVEL
Able to maintain a fluent conversation on a number of various everyday subjects,and discuss cases involving the field of work.
Able to follow a discussion in Welsh, in Clear Welsh, on familiar matters relating to the post. Able to contribute to the conversation and answer questions.
READING AND COMPREHENSION - INTERMEDIATE LEVEL
Understand everyday correspondence on familiar issues at work.
Understand longer reports in Clear Welsh and be able to pick up the main points. (help may be required with the vocabulary).

Main Duties
Overview
The team of consultants and Human Resources officers are responsible for advising school managers and headteachers on a wide range of staff employment matters. That includes interpreting working conditions, equal pay issues, restructuring or service cuts, handling disciplines and complaints, managing absences and workforce planning. The service also leads on a programme that focuses on reviewing and developing the Council's working conditions and plays a central role in maintaining constructive working relationships with the trade unions.

Here is an overview of the main duties of the position:
Develop knowledge and skills to provide advice to management and staff on employment matters, including the schools’ area and Council staff more widely.
Assist in advising and creating developments in recruitment and wider workforce appointment and planning.
Assist in reviewing and developing staff working conditions, including researching good practice and developing ideas within the team.
Support the team's work on responding to changes in staffing levels within departments, or changing service structure, by supporting staff who are facing job changes or potential job losses.
Support the team's work to advise on the conduct of employment proceedings in the areas of complaints and disputes, disciplinary processes, managing sick absences, under-performance and other areas.
Assist the team in responding to job appraisals and grade re-grading requests.
Develop communication materials, to include information for managers, staff, trade unions, in various forms, to include conditions documents on the work and web publications.
