Job description

DUTIES AND RESPONSIBILITIES Produce and revise all project documentation including Detailed Implementation Plans (DIP) that cover the overall timeframe of relevant projects within the programme; addressing specific periods of key activities (e.g. go live planning). Work closely with Project Executives to manage projects effectively. Plan and allocate resources to projects, from both within and outside the project team. This will require cross-departmental working and negotiation across various departments and organisations. Critically evaluate the quality of project plans and the organisational capability and capacity to achieve the planned outcomes. Manage both the dependencies and the interfaces between other programmes/projects. Monitor overall progress of projects on a day-to-day basis, resolving issues and initiating decisive and corrective action, including escalation, as appropriate. Identify and mitigate any project risks ensuring that the minimum number of risks become issues, to include the provision of a comprehensive Risk log. Manage identified issues within the project risks ensuring that each issue has an owner and corrective action is being undertaken, to include the provision of a comprehensive issue log. Provide direct support to work-stream leads and take immediate and decisive action where the work-streams are failing to deliver products to time and quality. Ensure that the delivery of new products or services from the Trusts chosen provider(s) meets the requirements of the clinical services, to the necessary standards of quality and within the specified constraints of time and cost. Ensure that the various work streams complete tasks to the appropriate levels of quality, within the specified constraints of time and cost, in accordance with the project plan and governance arrangements. Maintain a comprehensive performance and reporting framework with which to keep the Project Executive, Project Board and the Head of ICT Developments regularly and fully apprised of progress against the project plan, including a summary of any key risks to delivery and actions taken to mitigate those risks. Understand the critical path of projects and the overall programme and make decisions regarding any necessary escalation to the Head of ICT Developments. Provide regular reports to the Head of ICT Developments and Health Informatics Programme Board as a member of that group. Support the Head of ICT Developments in robust budgetary management to ensure that value for money is achieved in implementing the programme, monitoring expenditures and costs against plan, and ensuring that benefits are realised. Manage the dialogue and negotiations, including financial and operational matters, between the Trust and third-party suppliers as appropriate. Act as the primary contact between the Trust and its chosen providers for the implementation of ICT Developments projects. Provide expert advice to clinical and operational leaders regarding necessary changes to working practices as part of the implementation of ICT Developments projects. Provide expert advice to clinical and operational leaders regarding the suitability and viability of existing and proposed electronic clinical systems. Manage effective communication with all stakeholders. Proactively engage with staff at all levels and in all professional groups as appropriate, communicating complex and emotive ideas, negotiating and influencing the changes to deliver the identified benefits. Ensure that all complex technical information is translated appropriately and conveyed to work stream leads and clinical services in a non-technical, understandable manner. Act in an advisory role to key decision-making forums, providing recommendations to the Head of ICT Developments. Deputise for the Head of ICT Developments where required and where appropriate.
