Job description

About the Role:

As an Income Collection Officer within our clients Home Ownership Team, you will play a vital role in managing and overseeing the billing and collection processes for Service Charges, Major Works, District Heating usage/Standing Charge, Shared Ownership Rent, and Housing Sundry Debtors. You will also handle responsibilities related to the Tenant's Right to Buy Scheme, Shared Ownership Estate Management, and Leasehold Management.

Key Responsibilities:

  • Respond to enquiries and correspondence concerning leasehold management and monies owed to the Council
  • Demonstrate a thorough understanding of relevant legislation and recovery procedures, staying informed about any changes
  • Verify the accuracy of income/expenditure information received and follow up on discrepancies
  • Prepare, check, and dispatch various forms and notices
  • Update computer records, adhering to prescribed timescales and ensuring accuracy
  • Maintain ASH records and train Home Ownership Team staff on recovery procedures, contributing to service improvements and flexible payment options
  • Liaise with external collection agents, employers, internal departments, and address enquiries from Members
  • Conduct home visits as necessary and interview debtors regarding arrears, providing advice and managing payment arrangements
  • Provide administrative support to the Home Ownership team
  • Assist with leasehold management and Tenant's Right to Buy (RTB) duties when required
  • Prepare cases for and attend court/Residential Property Tribunal hearings on recovery issues
  • Set up files and document relevant paperwork for evidence of Service charge recovery action, maintaining a customer enquiry database
  • Uphold a commitment to Equal Opportunities and cooperate in matters related to Health and Safety

The Experience You Will Bring:

  • Demonstrable experience in a debt recovery environment
  • Ability to manage tight deadlines and work effectively under pressure
  • Up-to-date knowledge of relevant legislation and recovery procedures
  • Excellent numeracy and written skills with a professional telephone manner
  • Experience in prioritising workloads and multitasking
  • Experience in customer/public contact, showcasing strong communication and interpersonal skills
  • Proficiency in working with various IT systems
