Are you ready to lead the Mayor’s Office for Policing and Crime (MOPAC) to challenge and support the Metropolitan Police Service to reform, and commission crime prevention, crime reduction and victims’ services for London?

One of the Mayor of London’s key statutory responsibilities is overseeing the work of the Metropolitan Police Service (MPS) – setting the priorities for policing and community safety in London, agreeing the policing budget and holding the Met Commissioner to account for delivering a professional, efficient and effective service to Londoners. You will lead the MOPAC staff team which delivers this while ensuring equality, diversion and inclusion is a feature of every aspect of the organisation and its work.

We are looking for an interim CEO to lead us through the next twelve months as we develop the new Police and Crime Plan for London and continue to hold the MPS to account for culture change and reform through the delivery of ‘A New Met for London’. This is an exciting and challenging time to lead MOPAC as we move into a new Mayoral term and drive the reform of the Metropolitan Police Service (MPS) following the landmark Casey Review and Angiolini Inquiry.

MOPAC is an organisation of around 300 staff plus external panels/office holders. We oversee the strategic, operational and financial performance of the Metropolitan Police including the £4.4bn policing budget for London. MOPAC also commissions vital services which support some of the most vulnerable people in our city and intervene to prevent crime and offending.  We convene partners and stakeholders to work together to improve the safety of Londoners and to intervene and prevent crime.

We are key strategic leaders in some of the most critical issues facing London including reducing violence – including violence against women and girls, protecting the vulnerable, supporting victims, standing up to hate, intolerance and extremism and building trust and confidence in communities and convening London’s criminal justice system. As interim CEO you’ll lead and manage MOPAC in tackling these issues through supporting the Metropolitan Police, criminal justice agencies, London boroughs, the voluntary sector and working with communities to reduce crime and protect victims across London.

MOPAC hosts London’s first Violence Reduction Unit (VRU), taking a public health approach with partners to reduce serious violence in all its forms. You’ll work closely with its Director and senior staff to ensure the effectiveness of the VRU and MOPAC’s joint working.

London’s Independent Victims Commissioner, appointed by the Mayor, is also hosted by MOPAC. You will work closely with the Commissioner ensuring the voice of victims is at the heart of MOPAC’s work.

You’ll influence and engage with a wide variety of stakeholders and government bodies to ensure highly collaborative working relationships, and with the Greater London Authority (GLA) and other organisations in the GLA Group (e.g., Transport for London, London Fire Brigade) to deliver the Mayor’s priorities on policing and safety.

You will provide strong, effective leadership including strategic planning and resource delivery of the Police and Crime Plan and the wide range of programme activity.

The postholder will visit New Scotland Yard and other MPS buildings on a regular basis alongside working from GLA/MOPAC offices and from home as and when appropriate.

About you

You’ll have extensive senior leadership experience in a complex environment, preferably central or local government, or the policing or criminal justice sectors, at Chief Executive, Executive Director, or equivalent level.

You will have had experience of working with politicians and senior stakeholders and proven ability to successfully negotiate and collaborate with and influence stakeholders and partners.

You’ll have demonstrable experience of operating in a highly pressurised environment, managing conflicting priorities and of setting the strategic direction of an organisation or large team through complex change and delivering tangible results.

The ideal candidate will have significant experience of strategy development, strong analytical abilities, and a good understanding of financial management and commissioning.

Political Restriction

Political Restriction: under the Local Government and Housing Act 1989 (as amended by the Police Reform and Social Responsibility Act 2011), all MOPAC staff members will be politically restricted without the right to apply for an exemption.

Security Vetting Clearance

The successful candidates will be expected to undergo the necessary security vetting, which may take around eight weeks to complete. Applicants must possess the legal right to work in the UK and have resided in the UK continuously for at least the last three years.

Where are we based?

We have moved to a hybrid working model with office hubs at Union Street (near London Bridge) and Newlands Park (postcode SE26). On average, staff will work 1-2 days a week from an Office Hub, which may differ depending on the role requirements.
