My client a local council are looking for a Management accounting Manager 2 months initially may be extended – very happy with Hybrid working or even fully remote. The role is inside of IR35 and looking to pay £600 per day through umbrella.
Main Duties & Responsibilities
• To lead and manage the Council’s monthly integrated financial monitoring process to ensure timely and accurate production of reports to the Corporate Management Team and Members on performance of the General Fund, Capital, and Housing Revenue Account budgets, including the associated risks and performance impacts.
• To lead a team of qualified finance professionals to deliver effective and responsive business partnering and management accountancy support to all Service Areas.
• To coordinate the Council’s Medium Term Financial Strategy and budget setting process in conjunction with the Head of Finance including agreeing timetables and guidance through to publication of the Budget Book.
• To be accountable for the day-to-day delivery of quality, timely financial advice to Heads of Service and senior managers across the Council to ensure the Council’s financial performance is appropriately controlled and monitored.
• To manage the delivery of appropriate and timely support to the Council’s corporate programmes and projects ensuring effective communication and handover to business as usual as required.
• To coordinate the Council’s Capital Programme planning and reporting.
• To lead and develop a team to provide added value to service managers through the appraising and monitoring of performance, setting objectives and driving exceptional performance.
• To support the Head of Service in the development and delivery of the Service Plan for Finance.
• To promote a system of continuous improvement within the Service so that traditional thinking is challenged, and innovation encouraged.
Essential Criteria
Ideally CCAB qualified, with excellent analytical and interpersonal skills; you will have a track record of delivering customer focused financial services and change in a local authority environment. Effective communication skills and the ability to write clear and succinct reports are essential. You will also have a working knowledge of financial accounting enabling you to support the Financial Accounting Manager in the efficient operation of the Finance service. In addition, you will be an effective people manager with a ‘can do’ attitude.
• A track record of leading, managing, delivering, and improving services in Finance in a local authority.
• Experience of delivering improved value for money, delivering cost reductions, and improving services
• Experience of delivering high performance through people, managing change, and delivering successful business improvement initiatives
• Experience of effectively performance managing a diverse team
• CCAB qualified or Equivalent
• Relevant qualification in Management
• Technical Knowledge/Skills
• Effective budget management skills
• Knowledge of risk management methodology and techniques
• Good analytical & decision-making skills.
• Excellent verbal & written communication, including report writing.
• Sound knowledge of Business Process reengineering and Project management methodologies and their application
• Excellent IT skills, in particular Microsoft office packages & mainframe packages such as Agresso
