Job Overview

Based in Operation's Network Management and Resilience Directorate, the role will provide support to the Lane Rental Manager and primarily involved in reviewing funding requests for cutting edge initiatives to ensure they are suitable for committee consideration and are in accordance with regulations associated to the spending of Lane Rental Scheme surplus income. Once approved, the role will be tasked with overseeing the projects to verify they are being delivered to time, budget and in accordance with the agreed application; and post-delivery marketing outputs within TfL and to the wider road and street works community.

The role will also review applications to waive, reduce or exempt Lane Rental charges to ensure requests adhere to the requirements of the scheme, taking more complex requests to the Lane Rental Management Team. They will support to the wider road and street works community who undertake works on the TfL road network, providing advice where applicable.

Key Accountabilities

  • Deliver the secretariat duties associated with TfL's Lane Rental Governance Committee (LRGC), including reviewing and researching funding requests to maximise suitability for committee achieving approval, collating information packs, producing documents, supporting material, reports, minutes and tracking matters arising.
  • Support the delivery of an ambitious programme of industry-wide enterprise challenges from problem statement definition through to successful production of prototypes or minimum viable products to maximise potential benefits from funding.
  • Accurately record/track progress of approved bids, log achieved milestones, action financial requirements and monitor deliverables to ensure they are within the parameters of the approved funding.
  • Identify emerging issues, problems or variance to agreed project objectives, plan, budget and scope; and where appropriate, provide recommendations and escalate to the Lane Rental Manager for action as appropriate.
  • Develop, communicate and market outputs of funded projects through a variety of media channels to increase awareness, drive change and promote uptake of innovations into business as usual activities.
  • Respond to stakeholder queries, process waiver requests for charges, present recommendations to the Lane Rental Management Team (LRMT) for review, respond back to stakeholders with outcomes and maintain a record of decisions.
  • Support the Lane Rental Manager implement revisions to the scheme, including data collection, producing documentation, assisting consultation and publishing. In addition, highlight improvements and efficiencies within scheme processes, procedures and systems, implementing any changes made and disseminating to stakeholders where applicable.

Knowledge

  • In depth knowledge of Project Management to track progress of projects, while mitigating risk through to successful conclusion (Essential)
  • Good understanding of the New Roads and Street Works Act 1991, Traffic Management Act 2004 and the regulations/ codes of practice which underpin and support the Lane Rental Scheme (Essential)
  • Broad understanding of communications and research techniques to question/ articulate complex subjects (Desirable)
  • Working knowledge of Microsoft Outlook, Teams, Excel, Word, PowerPoint, SharePoint, for logging, tracking and reporting information and communicating points of interest to wide variety of stakeholders in a variety of ways such as presentations, internal news posts/articles, reports (Essential)
  • Understanding of Innovation when carrying out reviews of funding requests (Desirable)
  • Financial procedures to process funding requests upon completion of project delivery milestones (Desirable)

Skills

  • Project Management to understand the critical path, variety in stakeholders and are able to mitigate risk
  • Produce reports and media focused writing for distribution in the public domain
  • Communication with internal and external stakeholders at all levels, articulating, in some instances, complex subjects.
  • Planning to ensure that both workload and projects are completed within required timescales
  • Research/Investigate to explore ideas and concepts, which may not be within your field of knowledge
  • Present to audiences at all levels both internally and externally
  • Problem solving & decision making, identifying potential solutions to be explored

Experience

  • Delivering projects on time and to budget when managing projects funded by Lane Rental
  • Representing employer in meetings with internal and external interests when attending governance committees
  • Writing detailed reports and media content to effectively communicate project outcomes both internally and with the wider road and street works community
  • Identifying and resolving problems to explore ideas and achieving the optimum outcomes
  • Street / road works industry as this provides the foundation on which the Lane Rental Scheme is run
