Job Details

Lead on the provision of professional and technical input into the development and implementation of effective and efficient flood prevention, shoreline management and harbours functions.

Lead on the delivery of the duties as the flooding and coastal protection authority under current legislation, including the revision of the ‘Coastal Change Adaptation Plan’ and Fife Shoreline Management Plan

Lead and manage the procurement, design and supervision of hydraulic flood and coastal studies and construction of a wide range of flooding, shoreline and harbours capital and revenue projects using in-house and external resources.

Lead and manage the procurement of body of water, coastal and maritime structures maintenance programmes using inhouse contractors and external contractors

Lead the development of forward design and construction programmes for all flooding, shoreline and harbours projects to achieve set budget profiles and maintaining effective control on delegated budgets

Lead the implementation of the council's duties as harbour authority under appropriate legislation.

Lead with the inspection, maintenance and operation of harbours assets.

Review new legislation, best practices and technical standards within the flooding, shorelines and harbours functions and lead in the development of responses, strategies, and policy reviews to meet new legislative and technical requirements.

Researching and preparing reports for the Service Manager, working groups or committees on technical, financial, performance and service delivery issues.

The Person

  • Educated to SCQF level 10, which includes Honours Degree in Civil or Structural Engineering or equivalent of
  • Registered as a Chartered Engineer (CEng) with the Engineering Council of an appropriate professional body, i.e., MICE / MCHIT / MIStructE

They will also have:

  • The ability to provide a regular and effective service and promote positive culture in the workplace
  • Ability to communicate effectively
  • Detailed knowledge of civil engineering functions with a particular knowledge of flooding, shoreline management and maintenance and operation or harbours assets.
  • Extensive knowledge of civil engineering specifications, various conditions of contract and tendering procedures.
  • Extensive detailed knowledge of Health and Safety and associated legislation, e.g. CDM 2015.
  • Report writing skills
  • Extensive analytical skills
  • Experience of preparing and managing project plans and programmes.
  • Experience of managing contracts using the NEC suite of contracts.
  • Time management skills with the ability to prioritise tasks effectively, use own initiative, work without supervision and manage conflicting demands.
  • Ability to communicate effectively.
  • Report writing skills.
  • Extensive analytical skills.
  • Ability to provide a regular and effective service and promote a positive culture in the workplace.
  • Detailed knowledge of civil engineering functions with a particular knowledge of flooding, shoreline management and maintenance of harbour structures.
  • Knowledge of civil engineering specifications, various conditions of contract and tendering procedures
  • Ability to manage, assess, design and deliver flood, coastal and harbour related schemes.

Depending on satisfaction of certain criteria, the successful candidate may be eligible to claim relocation expenses. There are no circumstances in which Fife Council will meet relocation expenses where this has not been expressly agreed beforehand.
