Pay Range
$183,990 - $283,692 Annually
$183,990 - $236,316 Annually for the TSL.4 Level
$220,890 - $283,692 Annually for the TSL.5 Level

Job Description
We have an opening for an ES&H Integrated Safety Team (IST) Leader supporting the Physical & Life Sciences (PLS) Directorate to provide leadership for all ES&H activities. The PLS Directorate includes ~ 1300 individuals who conduct work in ~40 facilities and are organized into five divisions and seven Institutes/Centers that support cutting edge research in support of the Lab’s mission. PLS provides support to the programs in the Principal Associate Directorates and oversees > $200M in PLS programmatic funding including Office of Science, SPP and indirect funding. You will be responsible for ensuring the flow-down and the implementation of institutional ES&H policies and programs within the PLS programs and line organizations and will provide consultative advice using leading-edge principles, technologies, other best practices. This position will be in the ES&H Integrated Safety Teams Department and matrixed to the PLS Associate Directorate.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
You will

  • Direct development and implementation of the ES&H Program in support of the PLS Directorate which includes aspects of industrial safety, laser safety, radiological safety, ergonomics, biological safety, environmental, and chemical/hazardous materials safety.
  • Actively manage a broad team of safety professionals and technicians to assure PLS programmatic objectives are achieved safely and that the proper level of attention and resources are applied to minimize safety and environmental risks.
  • Provide leadership and direction to the IST during emergency response activities and act as ES&H Liaison to the Incident Commander.
  • Act as key advisor to the PLS Directorate leadership on Integrated Safety Management (ISM) implementation, interpreting ES&H policy, and exerting influence in the development of organizational goals ensuring that the directorate activities are consistent with ISM principles.
  • Participate as member of Independent Review Team for Authorization Level 4 documents in PLS. Help establish timing of review and ensure completion review actions.
  • Collaborate with other ES&H leads, Functional Areas, and ES&H Technician Manager to optimize workload and address staff gap coverage, while minimizing interruption of PLS ES&H support.
  • Provide Safety/ES&H communications as required and in coordination with the PLS Directorate.
  • Evaluate activities proposed within PLS and help determine if sufficient expertise is available and if the facility infrastructure is sufficient to manage the activity/hazard. For activities that involve unusual levels of risk (e.g., acutely toxic materials), lead development of a “what if” analysis to assure safety is maintained during foreseeable off-normal conditions and evaluate activities proposed by LLNL vendors to make WAL (spell out and the abbreviate) determinations and the inclusion of any additional safety submittals required.
  • Mentor ES&H staff team members, and work with the appropriate Functional Area Manager to assist in onboarding and career development and establish a team culture that embraces active field presence, customer service, responsiveness, and working in support of program goals.
  • Perform other duties as assigned.


Additional job responsibilities, at the TSL.5 level

  • Represent the PLS Directorate as a safety Subject Matter Expert in high-level interactions with internal and external customers including representing PLS management as a host of external audit and assessment activities.
  • Lead the PLS Directorate’s response to safety incidents, investigations of reportable occurrences, injuries, and illnesses with in-depth analyses of tangible and intangible contributing factors and communicate outcomes and innovative solutions with the Associate Director and affected Division Leaders.
  • Serve as a mentor for assisting PLS Authorizing Individuals, Responsible Individuals, Room Responsible People, and workers who may be inexperienced, helping them to understand how to prepare for assessments, how to follow LLNL work planning and control requirements, how to work with the IST members to continuously improve the work planning process and benefit from lessons learned.
  • Participate in the development of Lines of Inquiry for Management Pre-Start Reviews, Readiness Assessments, or Operational Readiness Reviews as required for PLS activities.
  • Serve as one of PLS’s key spokespersons with Authorizing and Responsible Individuals, Principal Investigators, and Subject Matter Experts, including senior management, from across the Laboratory to develop work control products and properly steward relevant technical ES&H, engineering, conduct of operations, etc. topics necessary to ensure PLS organizational work planning effectiveness and efficiency.


Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor’s degree in science, engineering, ES&H, or related field or the equivalent combination of education and related experience.
  • Significant experience in ES&H program management and Human Performance concepts and/or related performance improvement methodologies in a highly technical organization focusing on diverse, cutting-edge experimental science.
  • Expert knowledge in two or more ES&H discipline areas: Industrial Safety, Industrial Hygiene, Work Planning and Control and Environmental Protection.
  • Expert verbal and written communication skills as well as interpersonal skills to interact tactfully and effectively with a diverse group of personalities and disciplines, with management at all levels and in presentations to large and diverse audiences at both the management and technical level, e.g., Principal Associate Directorate senior management, DOE Livermore Site Office, DOE-HQ and other state and government agencies on ES&H assurance activities.
  • Demonstrated ability to use independent judgment with advanced analytical, technical, and organizational decision making and problem-solving skills in order to safely and compliantly accomplish directorate objectives.
  • Substantial experience organizing and effectively coordinating multiple and frequently conflicting, concurrent tasks with attention to detail, accuracy, and follow through.
  • Experience leading teams, projects, or groups and mentoring others.


Additional qualifications at the TSL.5 level

  • Master’s degree in science, engineering, ES&H, or related field or the equivalent combination of education and related experience.
  • Extensive leadership experience requiring interactions with senior management and both internal and external regulatory organizations.


Qualifications We Desire

  • Professional certification in one or more ES&H-related fields (CHP, CIH, CSP, etc.).
  • Familiarity with PLS programs, matrix structure, missions, and operations.
  • Comprehensive knowledge of relevant DOE Orders and LLNS requirements and experience in an ES&H management role at LLNL or other DOE facility.
  • Familiarity with Human Performance Improvement philosophy for assessments and incident investigations.

Site 300
Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis ).
