Job description

We are looking to appoint a Portfolio Programme Manager to join the Business Design and Assurance (BDA) Department, where your focus will be on the delivery of expert and professional services on a range of transformational and transitional change management and benefit management matters.

As Portfolio Programme Manager you will ensure the integrity of the portfolio and all associated programmes and projects contained within it. You will provide leadership and direction to a department responsible for change management and benefits management activities, developing and implementing planned change initiatives that are intrinsically linked to the strategic priorities of the OPFCC, and NYP.

Through your leadership and direction, you will embrace change and innovation, ensuring the provision of a credible, high performing, strategically led service which can deliver real value to front line services through demonstrable results.

Reporting to the Head of Business Design and Assurance, you will lead the design of the Portfolio Programme Management Office components of the BDA service and associated delivery to inform ongoing performance measurement and improvement of service delivery.

Key responsibilities:

  • Design, develop, and implement the PPMO Service Strategy and Service Delivery Plan.
  • Maintain a global overview of all major change activity across each organisation to ensure a clear understanding of the interdependencies and opportunities.
  • Drive a positive and inclusive team culture, ensuring all PPMO colleagues are aligned to exemplify a clear and consistent service delivery model to service users.
  • Lead the design, development, and implementation of the components of the PPMO BDA Service and associated KPI’s.
  • Lead on PPMO service review activity.
  • Build and maintain the relationship between the PPMO and service users to support front line service delivery.
  • Collaborate with colleagues to ensure the portfolio of programmes and projects can deliver organisation’s strategic objectives and are aligned to the business and financial plans.
  • Provide expert advice and insight on the capability, development and improvement of change management and benefits management matters along with regulatory and legal requirements.
  • Act as confidante, coach, and constructive challenger to support leaders and managers to role model the right organisational values and behaviours.
  • Support the design and delivery of associated initiates to ensure such values are effectively communicated, understood and embraced.
  • Be accountable for a planned resourcing strategy.
  • Be responsible for the effective management of the PPMO budget.

Requirements:

To be successful you will be a proven leader with significant insight and experience of planning and delivering transformational change in a multidiscipline service, including the delivery of successful programmes and projects and their associated benefits to demonstrate a return on investment.

You will be capable of solving complex problems and have experience of working collaboratively with key senior stakeholders.

With highly developed networking, communication and influencing skills, you will have real strength in your ability to forge effective and influential working relationships at all levels and have the ability to influence a range of internal and external stakeholders.

You will be competent and confident in preparing and presenting reports and information to senior members of the organisation and have demonstrable experience of budgetary planning and management.

You will be proficient in the use of Microsoft Office applications.

Your credibility as a Portfolio Programme Manager will be critical to your success in this role; you will therefore be able to demonstrate how you combine your strong professional knowledge and insight, with personal credibility and flair, in order to engage colleagues and stakeholders through significant and often complex change.
