Liverpool City Council has embarked on a major improvement programme that involves all parts of the organisation. Highways and Transport is especially focused on delivering a range of improvements across the whole directorate. It has recently completed a service review which has identified the need for a number of new positions. In the role of Principal Engineer - Highways Development Control, you will help to shape Liverpool city. There is a strong focus on this service and this is your chance to make your mark by taking the lead on the Highway Authority’s input into the planning process.
This is a critically important job with a substantial workload, which is why you will be part of a dedicated team. You will be a key player, responsible for managing the Highway Authority's input into development proposals, and ensuring we meet our service targets.
Day to day, you’ll handle wide-ranging issues raised by development proposals, maximizing opportunities for sustainable travel, assessing the impact of development on our transport network and coordinating the Section 38 and 278 Agreement processes for development works. You will also be responsible for handling planning appeals, acting for the Highway Authority at Public Inquiries, and you will be the highways representative at planning committee.
Key Responsibilities Include:
- To allocate workload and manage staff and other resources to develop, establish, monitor and co-ordinate the Highway Authorities' input into the planning process to agreed budgets, timescales and standards, leading to the achievement of the Service targets, as directed.
- To consider highway and traffic issues raised by planning applications and preparation of reports on the highway issues raised by planning applications including attendance at Committees.
- To carry out impact studies in relation to traffic assessment of junction capacities, signal phasing and highway design / modelling.
- To manage the Section 38 and 278 Agreement processes for development works, including management of consultants, liaison with strategic partners and managing finance.
