Procurement Delivery support Advisor
Winchester/Home working - Will consider fully remote applicants

Job Purpose
The Procurement Delivery Support Adviser will provide support to Procurement Delivery Specialists and Category and Commercial teams to deliver procurement initiatives and be responsible for the successful execution of assigned projects of low value, complexity, risk and business critically, across the procurement life-cycle with a strong focus on sourcing best-value goods and services.
Main Responsibilities
- Responsible for the delivery of assigned activities across the procurement life-cycle to support the achievement of identified savings and benefits, under the direction of Category and Commercial team and/or Procurement Delivery Specialists, with a focus on productivity, efficiency, best value and high-quality internal customer service. This role will support elements of assigned projects rather than take a leading role.
- Perform or support sourcing activities with relating to data gathering, strategic analysis, sourcing approach development, tendering, supplier due diligence and contract award
- Perform or support other non-sourcing focused procurement and commercial projects, such as demand management and innovation initiatives
- Support the application of other procurement and commercial processes and frameworks such as operational contract management and supplier relationship management
- Support the creation of deliverable for contract award and other decision gate sign offs
- Ensure compliance with procurement regulations, statutory requirements and HCC Policy
- Engage with Category and Commercial teams to understand project requirements and ensure project delivery in line with the relevant objectives, plans and strategies
- Report on progress to relevant stakeholders and proactively identify, report and mitigate risks to delivery, escalating risks and issues to the Category and Commercial teams as appropriate
- Ensure accurate tracking and delivery of assigned performance targets measured against a balanced scorecard of metrics
- Ensure activities support the ongoing management and continuous improvement of processes, policy, data management and reporting
Requirements
Relevant technical procurement knowledge and some experience, preferably supported by relevant professional qualification or accreditation
Operational procurement experience with a working knowledge of strategic sourcing
Knowledge and understanding of EU Procurement Regulations and the Public Sector procurement landscape
Capacity to work within cross-functional project teams to generate material value across multiple categories
Demonstrated ability to supervise others
Solid organisational and planning skills and experience, with the ability to work across projects of varying complexity
Solid interpersonal competences and effective written and verbal communication, negotiation and persuasion skills
Ability to collate, analyse and present financial, market and supplier data, information and recommendations
Proficiency in basic MS Office software and electronic tendering systems
