Procurement Manager

Butler Rose is currently seeking a dedicated Procurement Manager to join our client, a public sector organisation in the East Cornwall area. As a Procurement Manager, you will play a crucial role in managing procurement processes, leading projects, and ensuring compliance with procurement legislation. Key Responsibilities:

• Procurement of required services, negotiating supplier agreements, preparation of contracts and tender management.
• Develop, evaluate, and award contracts using the procurement processes
• Develop strong relationships with business stakeholders and strategic supply partners determining product and service needs to improve business.
• Manage and monitor supply chain risk when planning procurements
• Ensure the business remains compliant with the Public Procurement Regulations and risk is identified where appropriate.
• To actively seek out, consider and promote new and innovative procurement solutions that will provide greater value for money
• To actively engage with other potential partners and stakeholders to create arrangements for bringing added value
• To consistently push for smarter procurement and purchasing processes through digitisation.
• Liaise with suppliers during the tendering process to ensure the required information is made available at all times.
• Manage the contract initiation process to ensure a smooth transfer between procurement and operations.
• Manage key supplier contracts including supplier relationship management. To obtain value for money and where feasible, just in time deliveries.
• Monitor the Contracts register, ensuring budget holders are aware of contractual periods.

Qualifications and Skills:

• Understanding of EU public procurement rules and procurement legislation.
• Excellent analytical and problem-solving skills, with the ability to handle complex procurement.
• Effective communication and collaboration skills for working with diverse stakeholders.
• Experience in preparing evaluation and recommendation reports for various procurement scenarios.
• Proficiency in delivering training and promoting good practices.
• Demonstrated ability to contribute to strategic sourcing plans and interpret market intelligence.
• Familiarity with procurement systems and policy development.
• Strong organisational skills and attention to detail in contract management.
• Bachelor's degree in Business Administration, Procurement, Supply Chain Management, or a related field.

Package

• Salary up to GBP46,200 + benefits including enhanced pension and leave entitlement
• Primarily remote with requirement to be on site in Cornwall for meetings
