Procurement Manager
Location: Gosport, Hampshire, or Torpoint, Cornwall
The Procurement Manager role: OPA are looking to appoint a Procurement Manger, to be based at our new Head Office, in Gosport, Hampshire, or at our OFD (Oil Fuel Depot) at Thanckes, Torpoint, Cornwall, with a Hybrid working model available to lead our procurement process efficiently and effectively.
Reporting to our Senior Procurement Manager, this role is part of a team providing procurement services primarily for our UK based OFD’s, and several Overseas Depots, with a strong focus on our Thanckes New Build, Gosport Jetty, and Gibraltar Projects ensuring that services and goods are acquired in compliance with statutory, legislative, and organisational requirements.
This role involves procurement delivery and commercial strategies from inception to contract award, and developing tender and contract documentation, management of the tender process through to contract award. As well as supporting the Project Managers on all procurement matters and be the Senior Procurement Managers representative at all Project meetings.
Procurement Manager Responsibilities include:
- Conduct research as directed to ascertain the best products and/or suppliers in terms of best value, delivery schedules, safety and the quality specified,
- Ensure all activities are fully compliant with company policies, procedures, financial standards, and legal requirements,
- Build and maintain good working relationships with suppliers/contractors including companies based overseas,
- Performance monitor supplier/contractors control the review process and maintain records relating to supplier performance,
- Contribute to the Evaluation of bids and making recommendations based on commercial and technical factors/criteria,
- A strong background across the procurement lifecycle, including strategy development, tender preparation, and development.
The candidate: Candidates will need to have BSc related to Quantity Surveying, Civil Engineering, Law, Supply Chain or Procurement, preferably within the construction industry or within oil and gas, MCIPS being desirable. Experience within top tier COMAH operations would be an advantage, as would working with a multi-disciplined user base across multiple locations.
The successful candidate will need to have a strong background across the procurement lifecycle, including strategy development and tender preparation, and ideally have experience within construction, property, transport, rail, water, power, clean energy, nuclear, MOD/defence sectors, oil & gas, mining and others.
Knowledge of NEC type of contracts and experience of working to Public Procurement Regulations would be an advantage, Public Sector or MOD Procurement experience is desirable.
As some occasional travel to other sites may be required, candidates will need to have a full (preferably clean) driving licence.
