The Role
Support the Contract Resourcing Team to effectively organise and administrate, Property Management functions and Procurement and supporting activities for contracted works and internal service areas. Support contract management in the recording, updating and processing of works/documents on the systems. The post holder will assist in the day-to-day administration, inputting data, enquiries and correspondence for programmes of work, repairs and contracted works across the Property Management Division. The post holder will administer the systems used to monitor procurement activity and ensure contract awards are compliant with the Council's governance frameworks and Contract Standing Orders.
Working closely and pro-actively with Procurement Project Managers and service leads from across the Property Management Division the post holder will provide a professional, 'value adding', procurement service. This will include the development of appropriate procurement approach options and provide challenge for commissioners to deliver required service objectives, innovation and value for money. The post holder will develop their competencies to enable them to act with autonomy within the role to produce high quality procurement documentation and robustly and transparently manage all stages of the procurement and governance
The Procurement Officer will lead, shape and steer the delivery of individual procurement projects with assistance and direction from a Procurement Manager or Category Manager. The post-holder will either support or lead projects from initiation through to contract implementation.

The Candidate
An understanding of the following is required:
* Basic building maintenance terminology
* Procurement processes and the Council's procurement governance framework in particular
* Be able to work with a wide range of staff at all levels to understand and facilitate the procurement exercise they wish to undertake
* Use of systems to administer and monitor procurement activity
