About the role
Global Partners Digital (GPD) houses the Support Unit (SU) for the Freedom Online Coalition (FOC), an intergovernmental coalition of 38 member states who collectively advocate for the promotion of human rights online.
We are currently seeking a dynamic Programme Lead to join the FOC SU team and contribute to the work of the FOC.
This role leads a small and dedicated FOC SU team. You will be essential to driving the team and developing and delivering the FOC’s programmatic work (FOC Programs of Action). As a high level role, you will be required to represent GPD and the FOC externally and frequently liaise with government representatives.
With many moving parts, you will be able to juggle multiple work streams and changing priorities. Prior experience of diplomacy or working with government stakeholders is essential. You will also be expected to travel with the role on a regular basis.

Working days: Full time* (32 hours per week, Monday to Thursday)
Start date: ASAP
Salary: £40,000 - £48,000 pa based on experience
Contract: 12 month fixed term contract (possibility for extension)
UK based (with permission to live and work in the UK)

*GPD is an accredited four-day week organisation. This means that we work reduced hours (32) Monday to Thursday with no loss of pay.
Requirements
- Play a leading role in developing and implementing FOC Programs of Action on an annual basis, working closely with the Programme Lead, FOC Support Unit (SU);
- Lead the efficient, timely and impactful delivery of relevant FOC activities and outputs including through: providing substantive and strategic input to help shape FOC discussions and external interventions; supporting, guiding and advancing the work of FOC mechanisms and sub-entities; and deepening FOC member outreach and communications;
- Help to develop, maintain and oversee compliance with FOC protocols and processes;
- Monitor relevant developments in the digital rights landscape, including multilateral processes;
- Develop, manage and leverage networks and relationships with a range of stakeholders – including governments, civil society, industry and tech community – to build the FOC’s and GPD’s external visibility and reputation;
- Represent the FOC SU and GPD and raise its profile in relevant external meetings, conferences and settings, and make informed and high-quality substantive contributions where appropriate;
Person Specification
- An undergraduate degree or equivalent qualification in a relevant field
- Advanced/post graduate degree in a relevant subject or equivalent experience. (desirable).
- A minimum of three years of experience working in a professional environment in a comparable role;
- Experience of working in an international or national bureaucracy, including international organisations and government administrations;
- Experience of working with a range of stakeholders including civil society, governments, the tech industry and funders;
- Line management experience.
- Ability to prioritise workload and meet deadlines;
- Excellent organisational skills and attention to detail;
- Self motivated and able to work independently;
- Excellent written and spoken English;
- Excellent communication, analytical and numerical skills;
- Excellent interpersonal and collaboration skills;
- An interest in human rights, digital policy and international affairs.
- A willingness to travel;
- Strong digital literacy, including Google Workspace, Slack, Microsoft Office, Xero, Monday (or similar)
