Summary
The post holder will be a member of the Estates Projects Team within the Estates Services Department and will be responsible for the delivery of Minor Capital Works with a particular emphasis on engineering projects from inception to completion and for leading all staff associated with the project.
Responsibilities
- The post holder will be required to manage individual Minor Capital Works projects including Brief, Design, Planning, Procurement and Construction with a particular emphasis on the design, installation and commissioning of engineering services.
- This includes assisting and supporting other Estates Officers in the delivery of Minor Capital Works Projects; Management of external Consultants in the delivery of Minor Capital Works schemes; and the development of Business Cases for Minor Capital Works.
- Although directly accountable to the Head of Estates the Project Manager will be required to develop sound working relationships with Trust Senior Managers and other Estate Managers with particular reference to the integration of the overall service delivery and corporate estate developments. Fully co-ordinate the responsibilities of this post with other estate managers to ensure a seamless service is delivered to the customer.
- Responsible for the management of a MCW budget and delegated resource, within the prescribed limits of the organisation
- Ensure that MCW projects are completed in compliance with all procedures, relevant Codes of Practice and Statutory Regulations.
- Have a strong focus on the delivery of responsive, safe, customer focused service across designated areas of responsibility and support the members of the estates team to achieve the objectives and key deliverable of the Estates Department as a whole.
- Developing brief with client including clarification of user requirements, preparing sketch plan outline specifications and schedules of work for building works.
- Preparation of order of cost estimates based on sketch plans and accurate cost estimates based on outline design and specification.
- Preparing design drawings, specification, schedule of work and contract documentation for minor capital works schemes in accordance with NHS guidelines including use of CAD and the National Building/Engineering Specifications.
- Inviting and evaluating tenders and letting contracts for minor works schemes operating within WHSCT financial and contractual delegations and procedures including MCW procurement using WHSCT term service contracts and framework agreements.
- Preparing contract programmes and budgets and subsequently monitoring and controlling projects within programme and budget including chairing of project meetings.
- Act as an Authorised person for HV/LV/MGPS if required, working with the Operations & Maintenance team to sustain an acceptable portfolio AP duties
Essential Criteria
HNC/HND or equivalent in either:
- Electrical Engineering or Mechanical Engineering or Building Services Engineering or Electrical and Electronic Engineering
- A minimum of 4 years post qualification experience to include construction project management and / or estates management.
Or a Degree in one of the above and:
- A minimum of 3 years post qualification experience to include construction project management and / or estates management.
Skills and Knowledge
• Computer literate and competent in the use of MS Office or similar software.
• Competent in the use of CAD (e.g. AutoCAD). i.e. the ability to produce complex, fully specified working drawings.
• Ability to work as a member of a team.
• Able to communicate, negotiate and influence effectively.
