Post Title: Project Manager – Investment Zones

Salary & Grade: £42,821 - Grade 8  

Location: Leeds| Hybrid

Hours: Full time - 37 hours pw 

Tenure: Permanent

We currently have a vacancy for a Project Manager to join our Economic Implementation team.

The Economic Implementation service is a team of 20+ individuals within the Policing, Environment & Place directorate with a focus on project and programme delivery from a placemaking and regeneration perspective.

The service has a diverse and wide-ranging portfolio including:

  • Leading the £89 million Brownfield Housing Fund (BHF) to support the development of 5400+ new homes on brownfield sites in the region by March 2025.
  • Leading the enabling infrastructure works to bring forward development of the Combined Authority’s land on the Langthwaite Enterprise Zone.
  • Supporting delivery of the Climate and Environment Plan through partnership working and oversight of major Retrofit, Solar PV and Battery Storage programmes and improved resilience measures through the Natural Flood Management and Capital Flood Infrastructure programmes.
  • Preparing for a new regional Investment Zone programme, in collaboration with the Inclusive Economy, Skills and Culture directorate.
  • Working alongside our Place and Environment Policy colleagues to establish deliverable new pipelines of projects for future activity which support the objectives of the West Yorkshire Plan and the Mayor of West Yorkshire’s pledges.
  • Ensuring efficient closure of the Getting Building Fund portfolio and other legacy programmes, with transfer of benefits monitoring to the Strategic Portfolio Office.

The West Yorkshire Combined Authority is preparing for our final Gateway submission to Government in respect of the West Yorkshire Investment Zone. Government’s policy prospectus on Investment Zones can be found here: Investment Zones - GOV.UK (www.gov.uk).

The Economic Implementation service is seeking to appoint a skilled, dedicated, and experienced Project Manager to support this cross-directorate programme and join our friendly and professional team. The Investment Zone programme also spans activity managed within the Inclusive Economy, Skills and Culture directorate, including research and innovation, skills development and business support.

It is an exciting time to be joining the Mayoral Combined Authority. We have a wide variety of exciting projects that we are working on which will help shape the West Yorkshire region.

In 2021 the £1.8bn devolution deal was secured for West Yorkshire. This meant the first Mayor of West Yorkshire was subsequently elected, with Tracy Brabin taking up post in May 2021. The devolution deal and election of the Mayor has enabled us to start to drive up living standards for local communities while tackling the climate emergency and helping to deliver our commitment to become a net zero carbon city region by 2038.

The Role:

The Investment Zone (IZ) programme will be delivered across a range of partners as part of a regional approach to ensuring knowledge and innovation outcomes. Reporting to the Investment Zone Development Manager, the Project Manager role will work from the funder / accountable body’s (Combined Authority) perspective, facilitating the progression of project business cases through our Assurance Framework (WYCA - Modern Gov), negotiating contractual agreements, and regular monitoring and reporting to central Government, internal boards and decision- making Committees.

About You:

We are looking for candidates with a strong project management background, with experience of capital development projects from either a direct delivery or investment / funder perspective.

You will have the following key skills, attributes and experience:

  • Contract/Grant Agreement management
  • Stakeholder and partnership management
  • Budgeting and financial management
  • Risk management
  • Problem-solving abilities

You should be a self- starter, proactive, with excellent communication skills, and an ability to build strong partnership relationships.

The role will include budget management and financial monitoring of projects and their progress, developing and managing funding agreements and contracts, managing risk, ensuring compliance with governance and assurance processes.

Experience of working in partnership with a variety of stakeholders in a political context would be beneficial. An understanding of contractual mechanisms to safeguard public investment is also desirable.
