Quantity Surveying - Commercial Manager

An exciting opportunity has opened up for a Commercial Manager within our in-house team. This is a great opportunity if you are interested in progressing your career within this area of the construction industry.

The successful candidate will support the Architectural Design and Project Management section in delivery of new build, refurbishment and extensions of Council Properties and Facilities and in the delivery of major capital projects.

The main duties of the post;

To personally Project manage high profile, key projects for the Authority.

Undertake client Quantity Surveying role under NEC form of Contract on major key projects.

Undertake client Project Management under NEC form of Contract on major key projects.

Evaluate, appoint and manage teams of external consultants, contractors, officers and specialists involved in the projects.

Act as the Council’s project manager and project procurement advisor for all capital programme projects particularly in dealing with complex, contentious and contractual issues including compensation events/claims. You will have direct day to day project specific managerial and operational responsibilities for multi-disciplinary teams. To ensure that all Quantity Surveying schemes under the control of the post holder are consistently managed, having due regard for technical, financial and contractual responsibilities. Lead on whole project life cycles including: brief development, client objectives analysis, feasibility studies, project scope, preparation of project fee estimates and establish project budgets and programmes.

You will have experience in/of;

Experience of commercial and contract negotiation, including the drafting and execution of commercial contracts with track record of delivering savings to target and timelines.

NEC3 Quantity Surveying experience on a range of projects.

NEC3 Contract Administration experience at Project Management level on a range of projects. Relevant experience of building relationships and influencing a range of internal and external stakeholders with the ability to manage competing priorities and business objectives. Experience of managing a multidisciplinary team at a senior level. Extensive Knowledge of contract administration including dealing with contractual disputes. To have a good knowledge of Strategic procurement concepts, financial risks associated with indirect supply chain. Extensive knowledge of contractual Key Performance Indicators including the ability to provide, assess and agree if needed.

You will have;

Degree in a relevant subject. Either full membership or working towards full membership of either Royal Institute of Chartered Surveyors (RICS), Association of Project Manager Professional (APM) or Chartered Institute of Building (CIOB).

Some of the recent projects the team has delivered include Cefn Saeson Comprehensive School, Abbey Primary School, a carbon positive Technology Centre at Baglan Energy Park, a new Leisure Centre, Library and retail development in Neath and the complete refurbishment and reconfiguration of the former Plaza Cinema in Port Talbot to a community facility.
