General education
Desired - Relevant Degree
Minimum - HNC/HND in related Engineering discipline or Procurement / Construction
Professional Qualifications
Membership of RICS, CIOB, CICES or equivalent desirable.
General
The QS works within the Commercial department with skills particular to the administration, management of subcontractors particular to a project. The QS is responsible for the administration of a single or multiple subcontracts, dependant on size, on a major project. The QS’s prime contact point is with Work Package Managers. The QS liaises with all discipline leads having contact with subcontractors.
Specific
The QS is responsible for ensuring the delivery, of -
- Implementing and applying appropriate Procedures and Work Instructions.
- Arranging and attending prestart meetings with subcontractors and issuing notices to commence.
- Issuing all contractual notices, correspondence and maintaining logs.
- Implementing and maintaining change procedures and maintaining logs.
- Valuation and agreement of monthly payments.
- Valuation and agreement of all variations and adjustments to subcontractor accounts.
- Issuing and payment of certificates to subcontractors.
- Issuing all notices of contra charge and or set off to subcontractors.
- Formulating contemporary records relating to subcontractors performance, resources levels and progress.
- Providing reports to pre-agreed detail and at regular intervals.
- Agreement of Final Accounts with subcontractors inclusive of retention release as appropriate.
Knowledge & skills
Has experience of or in:
- Administration of contracts on Engineering Procure and Construct (EPC) or major construction projects including subcontract management activities
- Effective organisational and communication skills
- Working with the NEC suite of contracts
- Ideally working within a mechanical/electrical engineering, construction, process or oil and gas industry
- Working within multi-disciplined teams
- Negotiations with goods and services suppliers and contractors for the provision of works including ability to evaluate technical and contractual information
- Delivering negotiated savings and identification of cost reduction initiatives
- Project risk and commercial risk management processes and technique for mitigating commercial and contractual risk.
- The principles of the Company Quality Policy and Business Operating Procedures in order to execute/complete projects, deliver customer satisfaction and achieve or improve profit targets or reduction in operating costs
