Job description

As the Resourcing Manager, and as part of the DfT Resourcing Delivery Senior Management Team, you will manage a team of professional Resourcing Partners who deliver an expert ‘value add’ Resourcing service for the Department for Transport (DfT), comprising of DfT’s 4 Executive Agencies and Central Department. You will ensure that the service provided is clearly aligned to individual DfT Business Unit priorities and to the Civil Service centralised HR model across-government.

You will invest time in developing and maintaining effective and collaborative relationships with a range of stakeholders, both within and outside of the Department, engaging with Resourcing Leads, HR Business Partners, Senior Leaders and other delivery partners.

You will be responsible for delivery of the day to day service, as well as contributing to a demanding change programme to provide an Expert service within the DfT resourcing environment. You will provide your team with strong leadership, creating a culture of innovation, promoting the recruitment process, attraction channels and assessment methods to improve the candidate and hiring manager experience, targeting the right candidate base, with the right skills to deliver the strategic agenda across the whole of DfT.

As a positive role model, you will promote continuous learning for yourself, your team and the wider business, building capability, sharing best practice and providing advice and guidance to meet current and future resourcing priorities, empowering colleagues and customers in the field of recruitment and selection.

Included, but not limited to:

  • Leading and managing your team of Resourcing Partners to deliver a professional expert talent acquisition service which is aligned to business priorities.
  • Ensuring the most appropriate and cost-effective Resourcing channels and methods are used maximising return on investment.
  • Building collaborative relationships with key internal and external stakeholders to streamline processes, reduce handoffs and reduce timelines for recruitment.
  • Knowledge, experience and understanding of the specialist recruitment market, and of recruiting in a digital/technology context, or another specialist context.
  • Ability to source, collate and utilise recruitment market data and talent insights using a range of tools and resources.
  • Good decision-making skills: ability to understand and solve problems, make suggestions and expert recommendations based on data.
  • Working in partnership with Resource Leads, HRBPs and key business stakeholders to ensure that the ongoing service and change initiatives meet their business needs.
  • Networking within DfT and cross government; develop and maintain relationships by building on best practice and providing advice on resourcing activities and improvements.
  • Creating opportunities to build capability within your team and work with key stakeholders to build capability across DFT.
  • Working alongside Operational Leaders across the team to build overall capability of the operational team and provide an expert service and continuity of service to customers across the DfT family.

Person specification

About You

To be successful in this role you will have proven experience of working within a recruitment operational environment.

You will possess excellent communication skills and will have the ability to liaise and work with stakeholders of varying seniority levels.

You will be an effective leader and will have the motivation to coach and develop members of your team.

Experience within planning, scoping and running recruitment projects (including candidate management, attraction and assessment strategy) will be essential.

You will also be expected to having working knowledge of recruitment technology platforms (including Applicant Tracking Systems).

Additional Information

A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

Occasional travel to other DfT offices will be required.
