Job description

There has never been a more exciting time to working in active travel and Active Travel England (ATE) is at the forefront of this high-profile agenda. ATE will deliver the Prime Minister’s ambitious plan to enable half of all journeys in England’s towns and cities to be walked or cycled by 2030.

It will raise standards of cycling and walking infrastructure in England by overseeing improved design, increasing skills and capacity in local authorities, influencing the planning system and administering the £2 billion cycling and walking budget.

Active Travel England was established following the government’s commitment of £2 billion for cycling and walking over this parliament.  The finance team in ATE will be key to the effective management of the active travel budget and integral to supporting the Accounting Officer in meeting their responsibilities.

Within the Chief Operating Officer Group, you will be part of a multi-disciplinary team that covers, Finance, HR, Communications, PMO and Investments.  We are at the heart of everything ATE does and ensuring that the Agency is successful in delivering its objectives.

You will be an important member of the Finance and Corporate Services team within ATE, supporting the agencies approach to risk management and corporate governance. As we grow, you will help to monitor and drive improvements in the agency’s risk culture and ensure responses to key stakeholders are coordinated. 

You will have knowledge of managing risk, governance, or performance, and be able to communicate effectively with stakeholders across an organisation by speaking effectively with knowledge and passion. You will manage our work with the Government Internal Audit Agency (GIAA), ensuring actions are completed and embedded in the business. You will support the development of our counter-fraud strategy and our engagement with the Public Sector Fraud Agency (PSFA) ensuring alignment with our wider plans.

Your duties will include but are not limited to:

  • Ability to constructively challenge teams and senior leaders within the department to consider risk in all their key decision making and develop the agencies risk management framework,
  • Ability to engage at all levels in the department, cultivating an environment and culture where effective risk management and corporate governance can occur.
  • Ability to work independently and flexibly with a focus on delivering outcomes, and where appropriate, work through others to deliver objectives.
  • Articulate communicator with excellent written and verbal skills that can build insightful reporting tools for a range of audiences.
  • Sound judgement to support colleagues in delivering effective risk management and governance activity.

Person specification

We are looking for individuals who have the following skills:

  • Experience of working with risk management processes
  • Knowledge of project management processes.
  • Communicating with a range of stakeholders to improve governance.

Additional Information

Whilst we accept applicants on a part time basis, you will be required to work a minimum of 30 hours per week.

We operate a hybrid working model that allows you to work between home and on-site giving you greater flexibility about where and when you work, subject to business needs. This also allows for ongoing support, development and collaboration with colleagues.

A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance. Occasional travel to other DfT offices may be required. We would encourage you to discuss the working arrangements for this role with us during the recruitment process.
