About the team?

The Security & Resilience Team are going through an exciting period of expansion. The team currently undertake all aspects of rail related security and resilience such as security systems footage management, emergency planning, business continuity, safeguarding and multi-agency working with industry and key external stakeholders. We are based throughout the GWR Network and work in a flexible way to suit the requirements of the role. We manage and support large events and work closely with Local Resilience Forums to provide robust responses to major incidents and severe weather-related occurrences.

About the job?

The role will be responsible for ensuring that GWR is Responsible for ensuring that GWR is suitably prepared to respond to foreseeable emergencies, business continuity and major incidents and to manage all related activity including multi-agency working, stakeholder management and working with industry and Local Resilience partners.

To work with internal departments and external providers to develop and deliver a range of training, exercising and debriefing that covers the Security & Resilience portfolio such as Emergency Response, Safeguarding and Conflict Management.

The team is responsible for a suit of procedures and policies in the Integrated Management System, which the role holder will: author, have input into and/or review in order to ensure compliance with legislation, internal requirements and industry standards.

We work closely with British Transport Police and other Home Office forces and this role will continue to build those relationships in order to support their operations and activities on the rail network and develop the support provided to all GWR colleagues from those organisations.

A key activity of this role is the industry collaboration with Network Rail, the Rail Delivery Group and other train operating companies. There are a host of joint meetings that the role holder will represent GWR at, covering emergency planning, security and policing, safeguarding and trespass amongst others. As part of First Group, we interlink with our other businesses and provide support and assistance in all areas of the field.

This position will also take an active role in planning for, and delivery of major events taking place on our network alongside supporting other events that occur throughout the year.

Your main responsibilities will be:

  • Development, deliver and review emergency planning and business continuity procedures and practices throughout GWR.
  • Plan and deliver an annual programme of tabletop and live exercises that include all grades and roles that would be involved in a response.
  • Working with the Local Resilience Forums (LRF's), Network Rail and British Transport Police, amongst other agencies, to provide a multi-agency response to an emergency incident.
  • As part of GWR, industry and multi-agency groups, plan for and deliver ceremonial and security related events and support with other significant events on the network.
  • Maintain a close working relationship with British Transport Police and other key stakeholders to support crime prevention and reporting.
  • Be part of an alliance with the relevant teams within Network Rail Western, Wales, and Wessex routes, creating joined up approaches to incident response.
  • Represent GWR in the TOC partnership under First Group to provide mutual support and standardisation across the business units.

About you?

  • Have the ability to write, review and implement high quality plans, processes, and procedures.
  • Have excellent level of written and verbal communication.
  • Have experience in stakeholder engagement and management.
  • Have good influencing and engagement skills
  • Be organised and an initiative-taker.
  • Be able to problem solve and have good situational awareness.

What do I need?

  • Hold a qualification in emergency planning and or business continuity or equivalent experience.
  • Hols a training qualification or equivalent experience.
  • Experience as a Category 1 or 2 responder
  • Experience working as part of a multi-agency group and with Local Resilience Forums
  • Experience in writing, reviewing, and commenting on policies, procedures, and plans
  • Proficiency in event planning for large scale and security related events.
  • Worked with British Transport and / or Home Office Police Forces
  • Experience of writing and delivering emergency based exercises and training.

Working pattern?

This role is required to cover the GWR network, so a degree of flexibility is required. Office hours will be the norm but there will be occasions where early morning / late nights / weekend working will be required. Dependant on the situation, some staying away from home may be required.
