Senior Buyer (Capital Projects)
Urenco; trusted, long-term supplier to the nuclear industry, specialising in safe, cost effective and reliable uranium enrichment services, are looking for a Capital Project Senior Buyer on a contract basis (inside IR35), to be based in Capenhurst near Chester. In this role, you will be accountable to cover all commercial aspects of the acquisition of goods and services associated with the successful delivery of major/complex capital investment projects. Senior Buyers will be responsible for the implementation of strategic sourcing and supplier management activities to deliver major/complex capital projects.
Job Description
Senior Buyers will collaborate with multidisciplinary project teams to ensure effective commercial project management of the end to end sourcing process and the selection and contracting of suppliers.
To lead / assist in the delivery of procurement and payment activities, safeguarding the commercial and legal interests of the funding authority as well as the URENCO group in order to support the achievement of business goals
The Buyer will provide professional Procurement support as part of a cross functional team to sourcing projects typically ranging from £5k to £5M in value across a broad spectrum of spend areas.
Administrative tasks include the formal recording of procurement value in line with own and wider functional targets and in accordance with set reporting methodologies, placement and approval of SAP Purchase Orders, dealing with invoice queries, management of department records, participation in periodic self-audit / process verification activities etc.
Project support will include the commercial review of project specifications of work, development of procurement strategies, development of tender documents and management of ITT’s, detailed analysis of tenders, leading commercial negotiations and the drafting, approval, implementation together with post-award management of commercial contracts
Key accountabilities
- Development and delivery of bespoke major/complex projects procurement strategies that meet project objectives. Maximise leverage opportunities with existing Urenco relationships, especially in relation to core process technology suppliers.
- Select contracting methodologies and suppliers, executing contracts to deliver the objectives of major/complex capital investment projects. Providing project management of the end to end strategic sourcing process and coordination of multidisciplinary project teams. Provide appropriate challenge to the status quo setting new expectations for value delivery/service performance of suppliers.
- Set negotiation strategies and undertake commercial and contractual negotiations with suppliers. Liaise with stakeholders and legal to ensure favourable commercial terms which mitigate business risk and achieve best business results.
- Plan and undertake supplier relationship and contract management to ensure service of suppliers meets their contractual obligations, and the value expected from a contract is fully delivered throughout the lifecycle. Liaise with and provide full lifecycle support to Contract Managers and other project team stakeholders as required to ensure project success and supplier
- Develop and maintain a real time view on the supply market and foster improved relationships between Urenco and key suppliers.
- Optimise value for Urenco and drive performance improvement by setting standards and developing best practice policies and procedures for capital procurement activities. Deploy to Group Projects stakeholders, project procurement teams and Group Procurement providing appropriate training, tools, techniques, templates
- Active contribution to the ongoing development of functional capabilities to ensure value delivery is sustainable in the long term and functional effectiveness and efficiencies is improved on a continual basis.
- Ensure accuracy of data and documentation recorded in key systems to enable compliance and adherence to policies as well as enable efficient P2P processing
Education & experience requirements
- Degree (or equivalent)
- CIPS qualification (or equivalent)
- Experience in sourcing, negotiation, and management of spend categories
- A proven track record of working with senior stakeholders
- Large complex capital projects procurement experience (€100m+)
- Large project coordination experience
