Temporary Senior HR Advisor / Admin - Policy, Pay & Reward

Pay rate: £19.81 per hour PAYE
Hours per week: 37 Monday – Friday, normal working hours
Part time hours available
This opening assignment is for 2-3 months

A Senior HR Advisor is required to focus on job evaluation, analysis and administration to release the other advisors to complete urgent policy work for the end of year. The successful candidate will ideally have knowledge and be trained in NJC Green Book Job Evaluation Scheme. To support the maintenance of an equality proofed pay structure, using NJC job evaluation and HAY grading schemes. Promoting to senior managers the importance of compliance and the risks of non-adherence.
Key responsibilities:
Administer and monitor the Council’s job evaluation scheme, conducting job evaluations (NJC) in a consistent, fair and transparent way, including the organisation and management of the appeals panel process and providing technical expert advice as required.
Provide technical expertise and understanding on relevant market pay rates which will include the population of data into the West Midlands Employers pay data comparison system and benchmarking activities.
Conduct periodic pay structure reviews and equality impact assessments on the Councils pay structure and provide advice on the Councils input to regional and national pay negotiations.
Contribute to the ongoing pay and employee rewards strategy that promotes the recruitment and retention of high calibre employees.
Requirement to work flexibly at all times with due regard to prevailing workloads and priorities.
Ensure EDI is integral to the work of the function and adheres to all legal and mandatory requirements.
Responsible for market research, collation, analysis and presentation of benchmark data and best practice innovations within the market.
Updating One Source and other relevant databases and IT systems as required.

Qualifications:
CIPD or equivalent or significant HR (JE) experience.
Experience & Knowledge:
Knowledge and experience in NJC Green Book Job Evaluation Scheme desired.
Detailed knowledge of the Local Government Job evaluation scheme.
Significant HR (JE) experience.
Skills & Abilities:
Good organisational skills and the ability to prioritise work as and when required. Ability to influence/persuade.
Ability to work effectively whilst managing a variety of competing priorities.
Excellent communication skills both verbal and written with the ability to communicate effectively with people at all levels of the organisation.
Professional commitment to the provision and delivery of high quality HR procedures and advice and high standards of customer care.
Have excellent interpersonal and engagement skills.
Ability to work in partnership with colleagues/stakeholders to achieve aims and priorities.
Ability to establish working relationships with customers and stakeholders of HR Services.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
