Are you an experienced communicator? We are looking for someone with experience and drive who can help us to deliver effective External Communications to the Integrated Data Service (IDS) programme, a complex and large scale cross-government programme run by the Office for National Statistics (ONS).
The ONS is lead delivery partner of the Integrated Data Service (IDS). This service securely enables co-ordinated access to a range of high-quality data – critical to informing policy decisions and improving public services.
The Communications and Digital Publishing Division (CDP) plays a key role in managing the internal and external environment to support the ONS’ transformation and the delivery of the ONS strategy and the IDS. The role of the Senior External Communications Manager sits with CDP but is embedded within the IDS programme.
The Senior External Communication Manager role will be key in delivering external communication and engagement activities for the IDS, and to all colleagues within the Programme and across the ONS.
Job description
As the IDS continues towards delivery milestones, the newly established IDS External Communications team will play a pivotal role in helping to articulate the strategy, bringing alive our vision so that our people feel included in our exciting journey.
The Senior External Communications Manager will play a key role in ensuring the successful delivery of IDS communications. You will be working within a small IDS dedicated communications team, to identify and facilitate communication opportunities for the programme. Alongside the IDS Communications Lead, you will be expected to develop tactical plans across both external and internal communications channels and ensure the wider team successfully delivers against these plans.
You will be expected to continuously review and analyse activity, sharing key learnings and knowledge with the wider team. In addition, you will be expected to respond to these learnings, adapting your approach and introducing alternative communication and engagement tactics.
We’re looking for someone with strong communication and interpersonal skills who enjoys working in a delivery-focused, agile environment. You will have a passion for communication and strive for continuous improvement.
The Senior External Communication Manager must be a team player, who is happy to work collaboratively with colleagues across a range of disciplines to produce engaging communications. This role sits within a friendly, diverse, and collaborative team who are championing the use of data across government, driving culture change and transformation, and consistently delivering results to a high standard.
Responsibilities
Lead the development, planning, implementation and evaluation of IDS communications to achieve ONS objectives;
Using insight to provide segmented, targeted and tailored communication solutions to help deliver objectives;
Propose and deliver test activity to improve engagement and impact with target audiences;
Work collaboratively with internal colleagues and external partners to deliver and activate, multiple concurrent campaigns;
Ensure all communication have clear metrics and ensure that communications are achieving appropriate KPIs in line with organisation goals, recommending and driving change as necessary;
Line manage a small team of communication professionals;
Deliver regular communications performance updates and undertake analysis to report KPIs and distribute learning for future communication activity;
Manage resources efficiently;
Manage team resource, budgets and project delivery, to ensure goals are achieved and value for money is delivered at every stage;
Manage the IDS brand as one of a team of brand guardians;
Collaborate with teams across ONS and wider government to ensure a high degree of co-ordination and consistency across data-related communication;
Provide subject matter leadership to colleagues across communications and the wider organisation;
Manage the delivery of content on behalf of the programme, ensuring alignment with the IDS messaging framework, how we sound document and brand guidelines;
Develop relationships with colleagues across the ONS to ensure IDS activity benefits from insight and research and development and contribute to the continual development of the division and cross-division working.
