Role Purpose: The Senior Commissioning and Procurement Officer will lead market engagement, analysis, and management of a portfolio of contracts. They will utilize subject matter expertise and technical procurement/management skills to ensure best value for money and successful delivery of outcomes. This role is crucial in developing and delivering specific procurement programs, ensuring robust evidence and market sourcing strategies inform decision-making, and contributing to the effective running of the Council's corporate Commissioning function.
Key Responsibilities:
- Lead on market engagement, analysis, and management of a portfolio of contracts.
- Develop and deliver specific procurement programs.
- Assess highly complex and sensitive information and present to a wide range of stakeholders.
- Deputize for the Commissioning Manager as required.
- Lead the development of all relevant tendering documentation and support drafting the appropriate form of contract.
- Manage and develop relationships with clients, internal stakeholders, consultants, and other partners.
- Contribute to the Commissioning Governance review process and all other matters relating to the commissioning and procurement strategy.
- Provide technical advice on matters relating to commissioning, procurement, and contract management.
- Support other areas of the Commissioning and Procurement Team as required.
Key Activities:
- Work within procurement legislation to ensure compliance with the Public Contracts Regulations 2015 and the council's contract regulation.
- Manage end-to-end procurement activity using a project management approach.
- Carry out research, benchmarking, and market analysis to inform commissioning plans.
- Maintain the Council's commissioning and procurement guidance materials and templates.
- Contribute to/lead the development of strategic gateway reports and briefings.
- Operate in a highly political and sensitive environment, contributing to briefing notes for Elected Members.
- Continuously seek and respond to customer feedback, actively looking at how the Commissioning function can be improved.
Requirements for the Role:
- Educated to Degree level or equivalent, relevant experience.
- Professional Qualification in Management and/or CIPS.
- Evidence of Continuing Professional Development.
- Significant experience in Commissioning and Procurement in a local authority setting or equivalent.
- Experience in developing effective strategy and leading commissioning and procurement processes.
- Thorough knowledge of procurement legislation, Government guidance, and standards.
- Excellent communication, presentation, and interpersonal skills.
