Interim Senior Procurement Officer - Violence Reduction Unit
Reference no: MPX TCLZ 0008 5A24 / 1
Pay Rate: £374.24 per day PAYE
Hours per week: 36 Monday – Friday, normal working hours
This opening assignment is for 6 months
City: SOUTHWARK, London
Hybrid working, 2 days in the office per week, Mondays are mandatory and other day can be candidates’ choice

A Senior Procurement Officer, with previous central/ local government experience with procuring services rather than goods, is required to be the commercial main point of contact across multiple programmes ensuring that all activity is compliant with internal governance as well as relevant legislation. Commercial activity includes procurement, contracting, and grant activity. To work with all members of the VRU and facilitate the end-to-end procurement process across the programmes that deliver against the VRU Strategy. This includes applying innovative approaches under the Light Touch Regime. Work collaboratively across all levels within the VRU to ensure that the unit delivers against the work plan.
A key part of the role is providing contract and grant management advice to VRU Team members whilst ensuring that all contractual documents are modified to reflect changes if required. Proven experience of independently supporting and advising on end-to-end procurement activity across all values including above EU thresholds and under the Light Touch Regime is required for this role.
Key Responsibilities:
Identify strategic procurement and innovation opportunities whilst achieving value for money across the VRU Programme Portfolio.
Working to the Contracts and Procurement Manager, lead procurement, contracting and grants activity across VRU as a senior subject matter expert.
Contribute to the development of new processes and procedures to ensure the effective delivery of contracts across the VRU.
Responsible for timely execution of all contracts and grants across the VRU. Work with commissioners to advise on and enact variations to contracts and grants.
Provide appropriate solutions, guidance and governance advice to heads of service, senior managers and programme managers whilst ensuring all obligations under Public Contract Regulations, Contract Regulations and any other applicable regulations are adhered to.
Act as Procurement, contracts and grants advisor in the team for the VRU and provide technical procurement advice across SLT and the wider team as appropriate. Providing advice on commissioning options for VRU senior managers which includes recommendations on routes to market and complex co-commissioning arrangements.
Advise on internal governance arrangements and ensure the VRU is fully compliant with all relevant regulations.
Use technical expertise and up to date knowledge of the external market to suggest improvements and play a proactive role in ensuring the achievement of strategic priorities. Use expert knowledge to draft terms and conditions of grants and contracts and negotiate with providers to finalise these.
Independently advise on all aspects of the commissioning cycle to ensure effectiveness and value for money is achieved.
This role will require the need to work outside office hours occasionally.

Experience:
Proven experience of independently supporting and advising on end-to-end procurement activity across all values including above EU thresholds and under the Light Touch Regime.
Demonstrable experience in leading on the end-to-end procurement process for high and low-value procurements within public sector organisations.
Demonstrable experience in creating stakeholder engagement plans using a range of tools and approaches.
Previous central/ local government experience with procuring services rather than goods.
Previous experience in preparing board papers and business cases and drawing up contracts.
Previous experience in putting out tenders and managing the process as well as negotiating terms and conditions essential.
Experience of designing effective guidance and procedures to ensure the effective delivery of contracts across the VRU.
Experience of advising senior managers on procurement including options on routes to market.
A proven track record of successful commissioning and procurement advice throughout the commissioning cycle.
Knowledge:
Good understanding of the Light Touch Regime and the ability to create innovative procurement routes to deliver on programme delivery outcomes.
Knowledge and experience in providing Grant and Contract advice to key stakeholders.
Excellent technical working knowledge of legislative frameworks and regulations, and regional and national drivers surrounding the area of specialism.
Knowledge and experience of working in a political environment, with understanding of the issues for VRU stakeholders and in need Londoners.
Skills & Abilities:
Excellent ability to communicate, build relationships, influence and negotiate with prospective providers stakeholders and partners.
Ability to work independently and in a small team an advantage.
Must have the ability to be flexible and pick things up quickly.
Able to operate independently and take a lead role to support, advise and recommend the team as the deputy for the VRU commissioning procurement manager.
Ability to work in a pressured environment and deliver VRU priorities at pace.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
