Job Overview

An exciting opportunity to join Mitie, one of the UK's largest Project Services providers working across a mix of office refurbishments, retail outlets, industrial and manufacturing facilities, defence estates and nuclear sector areas.


In the context of this role the Senior Quantity Surveyor is required to lead commercial activities for the Project team within the RVI Newcastle Healthcare PFI Account. Project works are currently related to (the type and volume can fluctuate on a periodic basis in line with varying healthcare needs) Project Works resulting from:


  • Life Cycle replacement / upgrade programmes
  • Building upgrades / change of use requirements

Within the next 12 months we anticipate project programme valued between £3-5m per annum and this volume can fluctuate based on client demands.


The role operates within dynamic Project environments and reports to the Account Senior Projects manager and involves regular:


  • Client interaction / collaboration
  • Coordination and teamwork / collaboration with the broader Project Team (currently comprising of Project Managers (PM), Projects Coordinator and broader Account Facilities Management team (to determine, for example, details of maintenance obligations and associated costs)
  • Coordination with the Account Commercial team in order to align with broader account practices, policies, reporting dynamics and contractual obligations.

In addition the successful candidate will:


  • Actively contribute to the Account SLT
  • Lead the adoption of Account commercial policies / practices across the projects team and maintain the required levels of collaboration with associated stakeholders (ie internal and external)
  • Drive commercial leadership for the Account Projects Team
  • Where appropriate lead commercial discussions both internally within Mitie and with the Client

Main Duties

To maximise the successful running and commercial control of all project works. This is likely to include (but not limited to…) the following duties:


  • Accurate management of projects through budgeting and reporting to enable each to be delivered in accordance with contract conditions in the most cost-effective manner
  • Undertake detailed tender evaluations to identify / critique exact deliverables verses requirements together with the identification of potential risks – lead the production of associated recommendations
  • Where appropriate support the development of resident trainees / junior team members
  • Create a schedule of works, budget or quantify the Bill of Quantities if and when required
  • Work on a Traditional drawings and specification tenders
  • Issue enquiries / tender packages together with relevant drawings, prelim elements and specifications
  • Complete quotation analysis comparison and make selection for inclusion in priced tender
  • Attend meetings with the client and/or their representatives and present the companies position / appropriate recommendations backed up with details / evidence
  • Assess individual rates and prices, amend, create new or insert from material and sub-contract quotations
  • Review the budget/allowances with the relevant Project Manager to identify if the construction period or costs can be reduced
  • Re-assess build-ups taking account of all known conditions and requirements and adjust figures if necessary
  • Review procurement programme/schedules with Project Managers and liaise with the buyer(s)regards site supply of materials and specialist requirements
  • Review procurement programme/schedules with the Project Manager and send enquiries and/or tender packages to sub-contractors and suppliers so that orders can be placed in time to meet the programme
  • Select sub-contractors from the approved Sub-contractors list to ensure competence and resource are consistent with the scope/scale of the contract
  • Manage procurement of sub-contract packages, labour only packages and suppliers utilising where appropriate Sub Contract Documentation or Purchase Orders
  • Work with PMs to prepare and manage labour, plant & materials project budget costs
  • Assist in the preparation of reports for contract review meetings
  • Prepare monthly forecast reports
  • Prepare and submit periodic valuations and invoices including all supporting information for claims and variations
  • Manage variations and ensure all additional works are recorded in line with the contract, adequate records are maintained to ensure full revenue recovery
  • Complete, submit & negotiate agreement of final accounts
  • Attend sub-contractor pre-contract meetings along with the Contracts / Project Manager to ensure prospective sub-contractors are fully compliant
  • Manage sub-contractors once appointed including measurement of sub-contract works, check and approve sub-contract claims for payment, liaise with sub-contractors to review performance and settlement of sub-contract Final Accounts
  • Provide guidance and advice to other Project team members
  • Monitor and manage workload for direct reports
  • Develop direct reports and monitor their performance
  • Proactively develop commercial delivery processes to help reduce risk and streamline delivery


What we are looking for

  • Excellent understanding of Project delivery process and lifecycle management
  • Ability to understand and interpret design drawings
  • Excellent IT skills utilising Excel, Word, Powerpoint and other system based information services
  • An excellent commercial understanding and how this impacts upon our controls of risk and opportunities
  • Good Supplier management following good industry practice and guideline
  • Ability to work and contribute to a team
