Department Overview

The Bank of England is the UK's central bank. Our mission is to promote the good of the people of the United Kingdom by maintaining monetary and financial stability.

Our team (The Data Management Hub) is relatively new and growing rapidly. Our Directorate has developed the Bank's Data & Analytics (D&A) Strategy, and we are now tasked to own and be responsible for key elements of its implementation.


Job description

High quality reference and Master Data is a key requirement, for the Bank to be successful in implementing its D&A Strategy, and for the Bank to be able to make the best use of data and analytics. This role provides an opportunity to join our established Reference and Master Data Management team at a senior level. The team, in collaboration with partner areas from around the organisation, are responsible for: understanding the Bank’s reference and Master Data requirements; maximising supply by establishing a shared single (or golden) source; and work to drive up consumption around the organisation. The team also support live operations on the existing Master Data management platform, which feeds into a growing number of the Bank’s business critical systems and processes. 

There will be opportunities to work closely with project teams from around the Bank to support them in sourcing the reference and Master Data they need for their solutions. At times, this will involve technical change so there will be a need to: engage early to analyse requirements; produce estimates; secure funding; work with Technology to deliver and test change; and ensure smooth and timely deployment into the production environment. Strong stakeholder management skills are essential.

Communication and presentation skills are also integral to the role, and you will need to collaborate with colleagues from around the Bank (at varying levels of seniority) and regularly present at Boards and Committees.

Team members are expected to be proactive and self-sufficient, as you will be entrusted with the freedom to work independently with mentorship from a line manager. In return, there will be an expectation to demonstrate activity that results in good business outcomes and overall progress towards objectives.

Collaboration with other data and analytical services across the Bank such as Data Quality, Data Registration (data cataloguing), Metadata Management, Data Architecture, Data Collections and other Analytics teams, will be routine so co-operation and flexibility is a must.

 

Role Requirements
Essential Criteria

  • Role model the Bank’s Behaviours (Act Inclusively, Drive Growth, Deliver Outcomes).
  • Able to clearly articulate the benefits of Reference and Master Data Management in a way that resonates with the audience.
  • Understanding of wider Data Governance concepts and disciplines (e.g. Data Quality, Data Ownership, Metadata, Cataloguing, Data Standards).
  • Experience working alongside software development teams and projects.
  • Understanding of the software development lifecycle and experience coordinating and carrying out user acceptance testing.
  • Experience analysing and interrogating large datasets and summarising findings and insights for both technical and non-technical audiences, tailoring content accordingly.


Desirable Criteria

  • Experience working with relational databases and SQL
  • Experience of market data and market data providers
  • Understanding of statistical and regulatory reporting
  • Experience working with analytical tools such as R, Python and Tableau to analyse data across a variety of data sources and formats e.g. TXT,CSV, XBRL, JSON.
  • Experience working in an agile team

Salary and Benefits Information This specific role offers a base salary of circa £52,730 - £60,840 per annum (depending on skills and experience) on a full-time basis.  We encourage flexible working, part time working and job share arrangements.  Part time salary and benefits will be on a pro-rated basis as appropriate. In addition, we also offer a comprehensive benefits package as detailed below: •    A non-contributory, career average pension giving you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits programme each year.•    A discretionary performance award based on a current award pool.•    A 8% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits. •    26 days’ annual leave with option to buy up to 12 additional days through flexible benefits. •    Private medical insurance and income protection.   National Security Vetting Process Employment in this role will be subject to the National Security Vetting clearance process (and typically can take between 6 to 12 weeks post offer) and the passing of additional Bank security checks in accordance with the Bank policy.  Further information regarding the vetting and security clearance requirements for the role will be provided to the successful applicant, and information about how the Bank processes personal data for these purposes, is set out in the Bank's Privacy Notice The Application Process Important: Please ensure that you complete the ‘work history’ section and answer ALL the application questions fully.
