Job description

This is a key role that will help the Trust deliver its sustainability agenda and meet the NHS Net Zero targets. The Trust has aspirations to become one of the most sustainable organisations in the NHS.  

Central London Community Health NHS Trust (CLCH) and West London NHS Trust (WLNT) have formed a strategic partnership for sustainability. Whilst this role is primarily  focussed on CLCH there will also be a requirement to support the Sustainability Manager at WLNT, with overall strategic direction from the CLCH Director of Sustainability.

Job Purpose: 

Central London Community Healthcare NHS Trust (CLCH) provides community health services to more than two million people across eleven London boroughs and Hertfordshire. We take our environmental responsibilities very seriously and aim to be leaders in environmental sustainability. The Trust has a Green Plan in support of the national sustainability agenda and the NHS programme “For a Greener NHS”. Our Green Plan details a wide range of projects to minimise the Trust’s environmental impact and reduce carbon emissions.

The job purpose is to manage the Trust’s sustainability programme, across the nine areas of focus prioritized by the Greener NHS unit.

Working Relationships: 

The Senior Sustainability Manager will report to the Director of Sustainability and will line manage the Green Plan Engagement Officer.

The Senior Sustainability Manager will also support the West London Sustainability Manager.

The estates component of the sustainability programme is very large and so a dedicated post has been created to manage this aspect - the Energy and Estates Decarbonisation Manager – who will provide project updates to the Senior Sustainability Manager.  

MAIN DUTIES  

Strategy

  • To develop and maintain the Trust sustainability strategy (Green Plan) in line with NHSE guidance, supported by the Director of Sustainability.
  • To lead the dissemination and communication of the strategy internally and externally Review all Trust policies and strategies to embed sustainable development principles as appropriate.
  • To have oversight over the West London Trust strategy

Leadership

  • To demonstrate personal leadership in green sustainability through dynamic engagement and promotion of the green agenda amongst all stakeholders and in all relevant settings.
  • To raise the profile and ensure visibility of the Senior Sustainability Manager role throughout the Trust.

Programme Management and Reporting

  • Develop a multi-year programme of targets and deliverables aligned to the delivery of the Green Plan  
  • Annually, develop a detailed programme of deliverables with assigned responsibilities and timescales, in accordance with the Trust business planning process.
  • Coordinate the assignment of existing Trust resources to the delivery of the programme as part of the annual planning process. 
  • Support the development of business cases to obtain the appropriate additional resources for the delivery of the programme as required.
  • Maintain accurate and comprehensive reporting on progress to update the Green Steering Group, Executive and Board
  • To develop and maintain a risk register with appropriate mitigating actions
  • To utilize best practice project and programme management techniques

Communications and Engagement 

To oversee the Green Plan Engagement Officer to:

  • In partnership with the communications team, develop and deliver comprehensive internal and external communication programmes for the Green Plan Develop a Green Champions staff network.
  • Ensure sustainability good practice is embedded in all Trust policies and procedures
  • Develop green staff award programmes
  • Develop a library of information, facts/figures and resources to support effective communication 
  • Prepare applications for relevant regional and national awards

Management 

  • To support the recruitment of green team resources as needed to deliver against agreed strategy (such as project managers)
  • To line manage The Green Plan Engagement Officer The Active Travel Officer
  • To support and oversee the work of the West London Sustainability Manager
  • To manage interim project management resource as required
  • To line manager other staff as required in line with Trust policies
  • To coordinate other internal resources that support the sustainability programme including estates, procurement, transport and communications.    
  • To manage external specialist consultancy resource as required for the programme including carbon emission analysis consultants. 

Governance

  • In support of the Director of Sustainability and the Executive SRO for sustainability, to maintain appropriate governance arrangements for oversight and monitoring of the Green Plan.
  • To prepare periodic update papers to the Trust Board and subcommittees
  • Propose, develop and report against Trust KPIs relevant to sustainability
  • To comply with the governance structures and reporting of ICS regional green groups.  

Partnerships

  • To support the development of the sustainability strategic partnership between West London and CLCH.
  • To support partnership working with the NW London Community Health Provider Collaborative (CLCH, CNWL, West London) to agreed areas of joint working and communications.
  • To develop partnerships and close collaboration with ICS level sustainability working groups and senior influencers.     
  • To align the Green Plan programme with the Trust and regional Anchor Institution programmes. 
  • To engage with other organisations in the support of sustainability and decarbonisation as appropriate.

Finance

  • To support the Director of Sustainability in the management of the Green programme budget.
  • To be responsible for drawing up and monitoring of project budgets and expenditure.  
  • The post holder will be responsible for supporting the preparation of an annual Green capital programme, and for providing supporting documentation.
  • To make appropriate Green Plan submissions to Capital Investment Group
  • To prepare applications for external grant funding

Performance Monitoring

  • To develop a framework for the monitoring of performance against plans and against the net zero carbon targets
  • To report Trust green performance to the Green Steering Group and other committees as required.
  • To align the reporting framework to Trust KPIs  

Research

  • To organize research on sustainability best practice to guide the Trust’s approach and strategy
  • To prepare comparative analysis of Green programmes being developed by other NHS Trusts and more widely so as to inform the Trust approach  

Information management

  • To maintain appropriate information systems to track progress against the Green Plan and in particular carbon reduction.
  • To prepare sustainability related data returns for the Greener NHS unit, ICS or other bodies as requested and required.  

Training

  • To develop materials for Green Plan statutory and mandatory training and induction training
  • To commission /develop additional training programmes for Trust staff as appropriate to ensure staff awareness and development

Education/Qualification

Essential

  • Qualified to a Masters degree level in environmental management, geography or other relevant degree, or has equivalent relevant experience with additional training and/or Qualification

Desirable

  • IEMA Certificate in Environmental Management or equivalent. Prince project management  certificate or equivalent

Experience

Essential

  • Evidence of successful management of a green sustainability programme in a large complex organisation
  • Experience of leading and working across multiple organisations to deliver a joint programme
  • A proven track record of delivering outcomes through leading, influencing, motivating, managing and empowering multi-disciplinary teams and across professional boundaries.
  • Experience of effective planning, project management processes  and progress reporting
  • Experience of developing partnership working with third-party organisations to mutual benefit.
  • Experience delivering successful environmental behaviour change marketing exercises
  • Experience of carbon footprint reporting.
  • Evidence of effective people management and development of staff
  • Evidence of successful budget management

  • Experience of working in the NHS or healthcare sector
