Job title:Service Delivery Manager - Adult Social Care Services (Area Social Work)
Salary: £57,176 - £62,695 per annum 
Hours: 37 per week
Contract: Permanent
Location: Albion House, Yeadon, LS19 7XX and Tribeca House, Leeds, LS7 1QB

About you

As a Service Delivery Manager, you will bring to the role:

An inspirational leader with significant experience (minimum 5yrs) in Adult Social Care and who holds a social work qualification.

You will have substantial experience in building credible, effective, and collaborative relationships.

You should be prepared to shape and share our journey towards strengths-based social care.

You will be a problem solver, develop positive relationships and make sound judgements, have excellent interpersonal skills and be a natural leader.

About the role

We currently have two SDM (Service Delivery Manager) vacancies in the Adult Social Care service – Area Social Work teams.  These are in the East and West areas of the city. The main focus of the role is:

  • Operational management responsibility for the area social work teams, who provide our adult social care service across 13 neighbourhood teams.  The service has a community led support vision, which is underpinned by our strength based approach to delivering the social work practice.  The role therefore has partnership and leadership accountability as part of a wider health and social care system at locality level.
  • You will be required to work as part of the senior management team with other Service Delivery Manager colleagues covering the other areas of the city. You will also work in collaboration with Service Delivery Manager colleagues responsible for mental health services and learning disability services as well as our in house care delivery Service Delivery Managers.
  • Embed service quality using social work professional frameworks and the Leeds Adult Social Care Strengths and Asset Based Practice Framework bringing creativity and an innovative approach to continual service development
  • Performance management of these teams and related system and transformational activity in partnership with a range of service areas, service transformation and project teams, finance and other related areas of service development.

As our next Service Delivery Manager, you will have a passion for excellence in social care and a proven track record in delivering innovative social work practice/services. You will have a key role in helping the service to deliver key aspects of the ASC Plan, working alongside key partners and agencies to improve the outcomes of people who draw on care and support.

Job Description

Job purpose 

Lead and manage the delivery of services in specified service areas, which may be defined functionally and or geographically, to ensure the delivery of high quality, effective and efficient services. 

As a member of the Service Management Team contribute to and be jointly responsible for service improvement and the ongoing development of locality based partnerships to provide fully integrated provider services. 

Responsibilities

  • Support delivery of programmes of strategic significance to the Council to deliver services in line with Council priorities. 
  • Promote the independence and choice of individuals as well as work very closely with the Acute Trusts, Community Health Services, CCG, Neighbourhood networks and Third Sector and the Primary Care Networks ensuring a person centred approach is applied to ensure safe transfers of care and people supported to remain living in their own homes and communities for as long as possible.  
  • Responsible for the development and delivery of the service plan and drive continuous improvement initiatives through leading and contributing to cross Council projects.
  • In line with the Budget Management Accountability Framework to be responsible and accountable for all financial resources within the service area ensuring value for money and working within financial regulations. 
  • Manage the area social work budget effectively and efficiently ensuring that the Council gets value for money at all times balanced with excellent Service Delivery.  
  • Directly manage and support the Neighbour Hood Social Work Team managers and Safeguarding and Risk Managers, ensuring that strength based social care practice and principles are embedded and integral to Service Delivery.
  • Support service improvement and process development in the areas of early intervention and prevention and the provision of information and advice, to maximise independence, choice and control for people accessing the adult social care service 
  • Deputise for the Head of Service for Area Social Work representing area social work at strategic multi-agency meetings and forums.  
  • Lead on ensuring all relevant data regarding the service is accurately collated and reported to various forums.
  • Lead and manage, both organisationally and professionally, the delivery of all services in specified service areas, which may be defined functionally and or geographically. 
  • Performance management of teams and related system activity in partnership with the System Flow Coordinator, Bed Brokerage and other related services
  • Committed to timely completion of assessments and reviews by managing a responsive, safe, effective and an efficient service 
  • Develop and maintain a service specific management structure to ensure the ongoing effective management of services and resources.
  • Ensure fair and equal treatment for all customers and employees
  • Lead day to day Service Delivery and the continuous development and improvement of specified provider services in accordance with agreed targets and objectives included in council and service plans
  • Ensure that all aspects of Service Delivery, community engagement and staffing, focus on equality of outcomes and equitable access
  • Ensure that, service practice meets fully defined and documented standards and that all managers and staff are fully aware of the requirements
  • Directly manage performance of both staff and the specific service, ensuring early intervention where performance falls below, or threatens to fall below, required standards
  • Implement regular, formal performance monitoring and reporting using agreed management information systems 
  • Ensure that client information is comprehensive, regularly updated and that data protection standards and information sharing protocols are in place and are fully complied with.
  • Ensure Service Delivery is flexible and responsive and meets changing priorities and needs
  • Ensure specific service’s workforce development plans and skills mix are designed to meet service requirements
  • Identify, develop and manage strategic partnerships.

Qualifications    

Appropriate professional qualification (BSc, BA, MA, DipSW, CQSW or equivalent) Registration with Social Work England (SWE) upon commencement of the post and maintain registration.

Working Context  - Post holders will work flexibly both at home and at various locations across the City and region. All colleagues should work in line with our hybrid working principles and spend regular time in the workplace to support Service Delivery, meeting the needs of the team and the requirements of their individual role.  The hours are worked mainly Monday to Friday. However, the post holder will be expected to work outside normal working hours, including attendance at evening/weekend meetings or events if required to meet the needs of the service.

  • Able to produce comprehensive high quality reports, business cases and deliver presentations
  • Able to demonstrate examples of managing services and achieving quality transformational outcomes.
  • Able to manage competing priorities, ensuring delivery on a range of programmes and adapting to changing circumstances.
  • Demonstrate a detailed knowledge and understanding of social care within local government 
  • Understanding of the social care agenda and Community issues
  • knowledge of applicable, legislation, regulations, policies, inspections and performance information
  • Detailed knowledge and understanding of economic strategy and policy, understanding of local government political systems and experience of working on politically sensitive issues
  • Experience of senior leadership and management relevant to area of Service Delivery
  • Experience of strategic and operational resource management including the evaluation of competing priorities and managing accountabilities
  • Significant experience of leading change programmes, driving up standards and performance
  • Significant experience and commitment in relation to engagement in decision making processes. 
  • Experience of managing services to meet customer needs
  • Significant experience of developing productive working relationships with Council Members, trade unions and Corporate Leadership Team
