Service Development Lead - Infrastructure

Fixed Term / Secondment, Full Time

£39,944 to £46,993 per annum

Location: Chelmsford

Working Style: Anywhere worker

This is a 12 month fixed term contract or secondment opportunity.

Interviews will be held on 8th July 2024.

Libraries are fast moving and need to adapt to modernise, and to meet customer expectations and continue to improve its service offer. The Service Development Lead for infrastructure will be a crucial part in managing and developing the infrastructure that underpins our library services, including supporting ICT enhancements, Service Developments like property projects, and managing improvement to facilities for customers. The successful candidate will ensure that our infrastructure is robust, efficient, and capable of supporting our evolving service delivery needs.

The postholder will lead and deliver initiatives that introduces enhancements to Library Services, including technological and physical changes to libraries. They will reflect on national trends whilst supporting local needs and the strategic aims of ECC and library services. They will work with key partners and stakeholders to ensure the library service works collaboratively to achieve key collective objectives to improve the learning, literacy and reading outcomes of Essex residents.

The role will include…

  • Overseeing and supporting ICT initiatives and enhancements across the service - working closely with corporate tech service teams and other colleagues to ensure the service is compliant, up to date and in good working order.
  • Leading on the development and improvement of services across the library network to support income generation, increase visits to the library and improve customer experience.
  • Supporting with property development and logistics
  • · Building knowledge and gathering intelligence of local priorities, plans, needs and community groups, to ensure the library service meets present and future customer needs.
  • · Working collaboratively with a range of stakeholders and partners to enable the delivery of innovative solutions, successful service offers and secure funding, to support service delivery. This role will also include the effective management of the resources budget and SLAs. Identification of cost saving improvements in processes.
  • Working with suppliers, finance and procurement colleagues and negotiating contracts to ensure best value for residents in Essex.
  • Working collaboratively with customers, agencies and partners to develop effective relationships that support the development and delivery of library services in Essex.
  • Working with colleagues across ECC to develop and deliver new service offers, improved business processes and high-quality customer experiences.
  • Effective utilisation of data, including customer feedback, to make informed decisions which ensure quality and value for money. Will be responsible for undertaking data analysis to understand service trends and opportunities, to be able to present information and data effectively to a range of senior managers and Cabinet Members, as appropriate.
  • Effective relationship management and communication skills to enable collaborative working and development of partnerships with stakeholders, professional and funding bodies.
  • Leading and supporting staff development, projects, and training opportunities, to develop the skill set within the service which will enable succession planning.

The experience you will bring…

  • Educated to degree level or equivalent by experience, with evidence of continuing professional development and expert knowledge in relevant professional area.
  • Excellent influencing and communication skills in order to engage with a range of senior stakeholders. Adept at communicating complex challenges and concepts in a clear, compelling way. Plus, evidence of extensive negotiation skills from working with a variety of stakeholders.
  • Proven work experience and track record of developing service offers in the public or private sector, including developing options, costing services, modelling impacts and working with customers and suppliers. Extensive experience of developing services within a customer facing environment and delivering excellent customer experiences
  • Skill and ability to assimilate breadth of data and service information quickly to formulate ideas.
  • Strong background in project delivery and planning, including knowledge of project methodologies and business analysis skills. Able to demonstrate evidence of change management experience.
  • Highly developed relationship management skills to support working with a range of stakeholders and partners.

Please note that the job role requires you to be mobile throughout an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.
