Temporary HMO Licensing and Enforcement Officer

Main purpose of job

To be responsible to the line manager for the effective and efficient performance of the duties of the post relating to licensing and enforcement of the Houses in Multiple Occupation (HMO) Licensing Scheme for all councils throughout Northern Ireland.

To ensure the council complies with all legislative requirements as they relate to the functions within the post holder’s remit.

To ensure that all duties and tasks assigned to the post holder are performed in accordance with specified time and quality targets and in line with our aim of delivering an effective, customer focused service.

To make an effective contribution to the development and achievement of the Northern Ireland Houses in Multiple Occupation Unit’s objectives and Service Improvement initiatives.

Summary of responsibilities and personal duties

1.To undertake, inspections, surveys, site visits, interviews and research work in relation to any of the service’s statutory enforcement roles when delivering the HMO licensing and enforcement scheme throughout all Council areas in Northern Ireland, including the requirement to carry out such duties outside of normal core hours.

2.Undertake validation of all assigned applications in a timely manner, ensuring that relevant information and appropriate fees are provided in accordance with the licensing framework.

3.Assist with specified investigative, monitoring, enforcement, educational and advisory duties to which the postholder is assigned, in accordance with work programmes, including the requirement to carry out such duties outside of normal core hours in all Council areas in Northern Ireland.

4.To maintain a detailed technical knowledge and understanding of all relevant legislation relating to the Houses in Multiple Occupation (Northern Ireland) Act 2016 including HMO subordinate legislation, codes of practice, guidance, the standard licensing conditions to ensure the section effectiveness in carrying out its functions.

5.To assist with the monitoring and actioning of complaints relating to anti-social behaviour (ASB) and environmental quality matters linked to licensed HMO premises to ensure the HMO owner is adhering to his/her obligations in this regard and to prepare reports and provide evidence in circumstances where it may be necessary to take necessary enforcement action

6.To assist with the monitoring and actioning of complaints relating to unlicensed HMOs and to prepare reports and provide evidence in circumstances where it may be necessary to take enforcement action.

7.Be responsible for organising personal daily work demands to ensure that all relevant agreed targets are achieved to ensure quality, customer focused environment health service is delivered.

8.To support working closely with elected representatives to resolve local environmental and antisocial behaviour problems.

9.To ensure all relevant administration is completed in a timely manner in relation to licensing and enforcement activities, including the drafting of inspection reports and letters, remedial works for HMO applications and inspections, assisting with the issuing of warnings and notices (including FPNs), summonses, the preparation of witness statements and affidavits and representation at court on behalf of the council.

10.To investigate all complaints and to undertake appropriate actions as directed by the relevant line Manager.

Qualifications and experience

Applicants must,

·have a full, current driving licence which enables them to drive in Northern Ireland and a car available for business use, or, have access to a form of transport which will enable them to meet the requirements of the job in full.[1]; and either:

·have a third level qualification in a relevant waste management, law or environmental related subject or equivalent qualification; and be able to demonstrate by providing personal and specific examples, at least one year’s relevant experience in each of the following two areas:

(a)legislative enforcement and application, including the administration of documentation for enforcement action; and

(b)investigation of complaints and carrying out appropriate remedial action.

However please also be advised that, given the business need for the post holder to visit various sites on a daily basis in order to fulfil the duties of the post then the ‘reasonableness’ of this adjustment will be thoroughly considered prior to any appointment being made.

Other Information:

Location: Belfast City Centre

Hours: 37 hours per week 9.00-5.30pm

Salary: £16.12 per hour plus accrued holiday pay

Start date: March to 31 May 2024 Possible extension to the contract
