Temporary HMO Licensingand Enforcement Officer

Belfast

Main purpose of job

To be responsible to the line manager for the effectiveand efficient performance of the duties of the post relating to Licensing andenforcement of the Houses in Multiple Occupation (HMO) Licensing Scheme for allcouncils throughout Northern Ireland.

To ensure the council complies with alllegislative requirements as they relate to the functions within the postholder’s remit.

To ensure that allduties and tasks assigned to the post holder are performed in accordance withspecified time and quality targets and in line with our aim of delivering aneffective, customer focused service.

To make an effectivecontribution to the development and achievement of the Northern Ireland Housesin Multiple Occupation Unit’s objectives and Service Improvement initiatives.

Summary of responsibilities and personal duties:

1.Toundertake, inspections, surveys, site visits, interviews and research work inrelation to any of the service’s statutory enforcement roles when deliveringthe HMO Licensing and Enforcement scheme throughout all Council areas inNorthern Ireland, including the requirement to carry out such duties outside ofnormal core hours.

2.Undertake validation of all assigned applications in atimely manner, ensuring that relevant information and appropriate fees areprovided in accordance with the licensing framework.

3.Assist with specified investigative, monitoring,enforcement, educational and advisory duties to which the postholder isassigned, in accordance with work programmes, including the requirement tocarry out such duties outside of normal core hours in all Council areas inNorthern Ireland.

4.To maintain a detailed technical knowledge andunderstanding of all relevant legislation relating to the Houses in MultipleOccupation (Northern Ireland) Act 2016 including HMO subordinate legislation,codes of practice, guidance, the standard licensing conditions to ensure thesection effectiveness in carrying out its functions

5.Toassist with the monitoring and actioning of complaints relating to anti-social behaviour (ASB)and environmental quality matters linked to licensed HMO premises to ensure theHMO owner is adhering to his/her obligations in this regard and to preparereports and provide evidence in circumstances where it may be necessary to takenecessary enforcement action

6.Toassist with the monitoring and actioning of complaints relating to unlicensedHMOs and to prepare reports and provide evidence in circumstances where it maybe necessary to take enforcement action.

7.Beresponsible for organising personal daily work demands to ensure that allrelevant agreed targets are achieved to ensure quality, customer focusedenvironment health service is delivered.

8.Tosupport working closely with elected representatives to resolve localenvironmental and antisocial behaviour problems.

9.Toensure all relevant administration is completed in a timely manner in relationto Licensing and Enforcement activities, including the drafting of inspectionreports and letters, remedial works for HMO applications and inspections, assistingwith the issuing of warnings and notices (including FPNs), summonses, thepreparation of witness statements and affidavits and representation at court onbehalf of the council.

10.Toinvestigate all complaints and to undertake appropriate actions as directed bythe relevant line Manager.

11.Tosupport the research and review policies in relation to existing Licensing and Enforcementactivities as well as new areas of work and to assist in the development of newprocedures and policies that may affect the section’s ability to carry out itsfunctions in an effective manner, as directed by the relevant line Manager.

12.Toestablish and develop links with key stakeholders such as landlords, tenantsand residents to enhance the achievement of Service objectives.

13.Torepresent the line manager as required within the post-holder’s sphere ofresponsibility.

14.Tokeep all records relating to the HMO licensing function and to update ManagementInformation systems to improve the efficiency and effectiveness of thesection’s Licensing and Enforcement activities including the production andcollation of information as directed for Councils, Committee reports, FOIs andany other information.

15.Toliaise with other sections within the Department, Council services and other departmentson operational matters and to represent the service on departmental managementteams, project teams, consultative and other groups as required.

16.Toestablish and develop links with external statutory, voluntary and other bodieson all matters connected with enforcement of legislation, policy and proceduresrelating to the HMO licensing scheme.

17.Toattend and represent the Council at meetings involving the public, landlordscommunity groups and other statutory agencies relating to the HMO licensingscheme as directed by the relevant line Manager.

18.Participatein all induction and in-service training provided by Belfast City Council andin the induction and support of all newly appointed staff and other humanresource management policies and procedures, as appropriate, including, absencemanagement, disciplinary and grievance procedure.

19.Toparticipate as directed in the council's recruitment and selection procedures.

20.Toundertake the duties in such a way as to enhance and protect the reputation andpublic profile of the city council and to engage in any media activities asrequired.

Essential criteria

Qualifications andexperience:

Applicants must,as at the closing date have the following:

·have a full, current driving licence which enables them to drivein Northern Ireland and a car available for business use, or, have access to aform of transport which will enable them to meet the requirements of the job infull.[1]; and either:

·have a third level qualification in a relevant waste management,law or environmental related subject or equivalent qualification; and be able to demonstrate, by providing personal and specific examples, at least oneyear’s relevant experience in each of the following two areas:


or

·beable to demonstrate on the application form, by providing personal and specificexamples,at least two years’ relevant experiencein each of the following two areas:

(a)legislativeenforcement and application, including the administration of documentation forenforcement action; and

(b)investigation ofcomplaints and carrying out appropriate remedial action.

Other Information:

Location: Belfast City Centre Adelaide Street Belfast

Hours: 9.00-5.30pm, 37 hours per week

Rate of pay: £16.12 per hour plus accrued holiday pay

Start Date:19th Feb to end of May 2024
