Vanrath are working with a large public sector client located in Larne, on the recruitment of an Enforcement Officeron a temporary ongoing basis.

Work as part of the Public Protection, Health & Wellbeing team to ensure that service provision is customer focussed, innovative and best value for money.
Enforce via both proactive and reactive measures, all relevant legislation, local Orders and bye-laws relating to dogs, litter, waste and local environmental quality matters.
Contribute to effective liaison and partnership arrangements related to the functions of the department.

What you’ll do

    • Enforce via both proactive and reactive measures, all relevant legislation, local Orders and bye-laws relating to dogs, litter, waste and local environmental quality matters as required in accordance with the Council’s Scheme of Delegation and Authorisation and its Enforcement Policy and Procedures.
    • Investigate incidents and complaints and carry out inspections of premises as directed by the Senior Enforcement Officer or Principal Environmental Health Officer.
    • Ensure the safe collection, seizure, handling, microchipping and transportation of dogs.
    • Patrol the Borough to identify and effectively deal with non-compliance, deter anti-social behaviour and provide advice to members of the public.
    • Serve/issue notices and fixed penalties where appropriate.
    • Assist in the implementation and enforcement of the Street Trading Act and Smoking Order (NI) as required.
    • Participate in the sampling of water, air (diffusion tube monitoring) and other material as required.
    • Prepare/take statements, interview witnesses/suspects including interviews under PACE, and prepare written reports on all investigations. Present evidence in prosecution cases and attend court on behalf of Council as required.
    • Collect, validate and preserve evidence in accordance with PACE guidelines.
    • Make suitable and sufficient records for all work, ensuring that paper and computer files are maintained and updated utilising any technology and software provided.
    • Liaise directly with internal and external stakeholders as required.
    • Take part in community initiatives, communications campaigns and joint working with other Council departments to encourage responsible citizenship with a view to promoting compliance, recycling and other green issues.
    • Utilise any Council vehicle provided to discharge the duties of the post and maintain the vehicle in a clean and sanitary condition, completing checks and reporting any faults to the Senior Enforcement Officer.
    • Ensure that body camera technology is utilised appropriately in accordance with Council procedures and policy.
    • Undertake training as required by the Principal Environmental Health Officer to fulfil the functions of the post.
    • Liaise with and assist the Animal Welfare Service, including providing an emergency response, under the direction of the Principal Environmental Health Officer.
    • Ensure all monies received in the course of exercising the duties of the post are receipted, handled and processed in accordance with Council financial procedures.
    • Assist in the training of students on placement or on work experience as well as new departmental employees as required.

About you
Applicants must:

  • Have a minimum of 5 GCSEs to include English Language and Maths (grade C or above) or equivalent qualifications to demonstrate literacy and numeracy

AND

Be able to demonstrate by providing personal and specific examples, that they have two years’experience in a similar role, to include:

  • Dealing with confrontational situations involving members of the general public
  • Effective enforcement of legislation
  • Drafting letters, statements and reports which are appropriate and fit for purpose

OR, for candidates who do not meet the qualification requirements as outlined above:

Be able to demonstrate by providing personal and specific examples, that they have fouryears’experience in a similar role, to include:

  • Dealing with confrontational situations involving members of the general public
  • Effective enforcement of legislation
  • Drafting letters, statements and reports which are appropriate and fit for purpose.
