Temporary Software Developer – Public Sector – Lisburn
KEY PURPOSE:
As a member of the Organisation Development and Innovation team the post-holder will be responsible for:
Support on the implementation and sharing of best practices as the development and application of digital opportunities facilitated by programme/project procedures, tools and techniques to include the facilitation of the following:
•To define, deliver and support digital related projects and online services.
•To co-ordinate the implementation of projects the Digital Pillars, championing agile technology and immersive technology with end-user design at all levels.
•Play a pivotal role in developing, maintaining, and upgrading software applications that support the various operations and services within the Council.
•Create efficient, secure, and user-friendly software solutions that enhance operational efficiency and service within the Council.

KEY DUTIES
1.Identify new and innovative software solutions and developing digital services through research and analysis of market trends, customer needs, organisation strengths, and consideration of emerging technologies.
2.Develop, test, and implement software applications that meet the functional and technical requirements of the Council.
3.Develop software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes.
4.Contribute in all phases of the development lifecycle, including writing well-designed, testable, efficient code.
5.Develop and integrate Microsoft 365 applications and solutions to meet the Council's business and operational needs.
6.Collaborate with external vendors and contractors, as needed, for the development and implementation of specialised Microsoft 365 solutions.
7.Support leadership in the capacity building associated with Digitalisation, Business Development and Project Management as a key enabler to change and efficiency programmes across the Council.
8.Work collaboratively across the Council with service leads to support, develop and maintain a sustainable online platform and web presence that meets the needs of the Council and its customers.
9.Promote a culture of innovative and imaginative awareness, to drive service improvement across the organisation via digital initiatives
10.Work with key stakeholders to establish a set of required outcomes, challenging existing ways of working to develop and/or implement software solutions in line with our digital agenda.

It is essential that applicants have a minimum of:
QUALIFICATIONS
1.1 A third level qualification (Degree) in a relevant subject such as Software Development, Computer Science, Software Engineering, IT or an equivalent level qualification.
EXPERIENCE
1.2– Three years’ relevant experience in each of the following areas:
-Demonstrable experience in identifying and enabling the successful delivery of innovative software solutions and digital opportunities
-Experience in implementing online and web platforms
-Developing and managing effective collaborative relationships with a range of internal and external stakeholders and analysing data resolving issues involving digital end-users;
-Knowledge in one or more programming languages such as Java, C++, HTML/CSS and Python.
-Knowledge of software development methodologies and the software development lifecycle.
-Experience in Microsoft 365 development tools and technologies, including but not limited to SharePoint, Microsoft Teams, Power Platform, and Azure services.
Where applicants do not hold the qualifications as outlined in 1.1, they must demonstrate a minimum of six years’ experience as outlined in 1.2 above.
It is desirable that applicants have:
1.3– Working knowledge of Government Digital Service standards for user research, service design, digital product design

Location: Lagan Valley Island
Start Date: 1st July to June 2025
Hours: 37 hours per week
Salary: £20.31 per hour plus accrued holiday pay
