Transport Allocation Lead

Here at Cheshire West and Chester Council, we are committed to providing excellent services to residents. The Council’s Transport Commissioning Service is undertaking a major transformation programme looking to review and revitalise our service, at a time of rapid growth in demand, in order to provide effective transport assistance that meet our customer’s needs. To achieve this we are investing in a number of roles across our service areas to grow our dynamic, solution focused team.

We are looking to appoint a full-time fixed term Transport Allocation Lead to join us whose role will be to support the delivery of the current Major Programme of work, with a strong focus on working directly with customers and ensuring we are meeting their transport needs.

The Council currently provides and / or commissions the following targeted transport services:

  • Home to School Transport – for eligible mainstream and SEND pupils (in line with statutory obligations)
  • Adult Social Care – to ensure that statutory care needs can be met
  • Children’s Social Care - where transport to support care services is required
  • Community Transport – which provides door-to-door journeys for people unable to use mainstream public transport due to mobility or other difficulties, or because ordinary public transport or other services have been withdrawn from their area

A major programme of work has been commissioned internally within the council to review the targeted transport services listed above; to ensure that the in-scope Transport Services are affordable, sustainable and fit for purpose in the long term, operating as part of a joined up (“one system”) approach where possible.

We are looking to appoint a full time Transport Allocation Lead whose role will be to support the delivery of a major programme of work currently underway to ensure that the in-scope Transport Services are affordable, sustainable, and fit for purpose in the long term.

An external consultant has supported an initial review of the service and a set of recommendations have been developed to support the council in developing the Transport Commissioning service.

Recommendations are being taken forward around the best use of internal council fleet vehicles, the expansion of the internal fleet, and re-planning of education and adult social care routes.

An Allocation Lead is needed to support a review of the transport being provided at an individual level to ensure the best option for transport assistance is being offered to our service users. The scope of this work will focus on better utilisation of the internal minibus fleet, personal transport budgets, cash grants and externally contracted provision, and the successful candidate will need to work concurrently with a review and replan of current and future transport routes in line with our expanded fleet and the growing demand on the service.

It is anticipated that this role will be required until March 2025.

Why we need you, and expected outcomes:

The Council wishes to recruit a Transport Allocation Lead to ensure the efficient and effective allocation of travel assistance that meets the needs of our children and adults while ensuring value for money, this is an essential part of the delivery phase of this major transformation programme as outlined above.

The role will include the following responsibilities:

  • Engagement with individual residents, parents, and carers
  • Collation and analysis of data to enable effective decision making
  • Input into business process reviews to new and improved business processes that align to the aims of the Targeted Transport programme
  • Provision of support to the wider Programme’s cross cutting objectives
  • Contribution to monthly highlight reports will be required.
  • Potential attendance at Programme Board.
  • The Allocation Lead will be line managed by the Senior Manager Transport Commissioning and Fleet Manager but will work closely with the Project Manager assigned to the Targeted Transport programme to ensure a joined-up approach is maintained.

You will need to work within the programme governance structure set up by the Council given this work is deemed a corporate priority programme (Major Transformation Programme).

The programme reports to the Director of Transport and Highways as the Senior Responsible Owner and client for this work. The Council will endeavour to provide the right corporate enabling support to allow your work to progress at pace. This will include provision of data, access to the right stakeholders and timely responses to requests for information.

This role is expected to spend most of the time working remotely but may be required to attend meetings. These meetings will be kept to a minimum and will be within Cheshire West and Chester geography.
